About this file
Addendum No. 3 is a modification document for Invitation to Negotiate (ITN) No. DMS-24/25-232 issued by the Florida Department of Management Services, Division of State Group Insurance. The addendum updates several key aspects of the original solicitation for a Group Term Life Insurance contract, including revisions to the solicitation overview, timeline of events, and mandatory responsiveness requirements. The document establishes a new process for vendors to obtain a Revised Census File through a Data Use Agreement, adjusts the implementation date to January 1, 2026, and provides an estimated contract amount of $180,000,000. The timeline indicates key dates including the deadline to submit questions (March 17, 2025), anticipated posting of answers (March 24, 2025), and a deadline to submit replies in May 2025.
The addendum introduces several critical changes to the procurement process, including the creation of a new Section 1.9 regarding the Notice of Intent to Submit a Reply and Data Use Agreement. Vendors must now obtain a Revised Census File by submitting a fully executed Data Use Agreement to the Procurement Officer, with the file containing detailed participant information such as state, ZIP code, birthday, gender, and various life insurance plan indicators. The mandatory responsiveness requirements have been expanded to include additional certifications, such as compliance with state vendor lists, performance guarantees, and submission of specific documentation. The document emphasizes that failure to meet these requirements will result in a non-responsive bid, and provides specific instructions for filing protests and submitting required materials.
