About this file
This document is Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Former Salzburg Cleaners Remediation project located at 1906 South Erie Street in Bay City, Michigan. The addendum extends the bid due date from June 12, 2019, at 2:00 PM to June 19, 2019, at 2:00 PM and addresses specific questions from potential bidders regarding documentation requirements for asbestos abatement and hazardous materials removal.
The addendum clarifies that a 20% retainage will be withheld until all project documentation is submitted, including advance notifications, removal plans, record documents, and disposal documentation for asbestos, PCB-containing equipment, and miscellaneous regulated materials. The project appears to involve comprehensive environmental remediation of the former Salzburg Cleaners site, with an estimated 350-400 gravel trains required to complete the work. Despite a bidder's concerns about potential damage to sidewalks, parking areas, and Erie Street, the bid plans and specifications will remain as originally advertised, with no amendments made to address infrastructure concerns.

DTMB-0414 (R 1/15)
STATE OF MICHIGAN Date Issued: June 10, 2019 Department of Technology, Management and Budget Funding Code: 1581 State Facilities Administration File No: 761/18283.SAR 3111 W. St. Joseph Street Department: EGLE Lansing, Michigan 48917 Project Name: Former Salzburg
Cleaners
Bid Opening Date: June 12, 2019
ADDENDUM NO. 2
TO: All Bidders
SUBJECT: Former Salzburg Cleaners Remediation 1906 South Erie Street, Bay City, Michigan 48706
INTENT: This Addendum is issued to:
Item 1 – Extend the bid due date from June 12, 2019 at 2:00 PM to June 19, 2019 at 2:00
PM.
Item 2 – Address the following questions
Q: Under Section 01025, pay items 2.3 “Asbestos Abatement” and 2.4 “Removal and Disposal of Hazardous and Miscellaneous Regulated Waste and Building Demolition, Removal and Disposal Including All Contents” indicate that 20% of the lump sum is to be withheld until “all project documentation has been provided to the Professional.” Can you please elaborate on what specific documentation is required under each pay item? Is this a new State of Michigan requirement? On a project with a completion period of 90 days, why is the contractor expected to participate in financing portions of the work for an extended period of time?
R: The 20% retainage shall be witheld until all documentatiom associated with this particular pay item has been received by the professional. The required documentation under this pay item shall be as follows:
-Advance notification of intent to abate asbestos;
-Asbestos removal plan;
-Asbestos abatement record documents;
-Asbestos waste transporter and disposal facility;
-PCB containing equipment removal plan;
-PCB containing equipment removal documentation;
-Miscellaneous regulated materials disposal documentation;
Q: The attached photos show the bad condition of the sidewalk and the HMA "asphalt" paved parking area. Erie Street adjacent to the site is also in poor condition. Considering the estimated 350 to 400 gravel trains that will be required to complete the scope of work, and the location of the building, foundation and excavation proximate to the sidewalk, the sidewalk will be completely destroyed. The paved parking area will also be destroyed and is not worth saving any part of it. Also, the project will likely be completed in the hot part of summer and the twisting and turning of all the gravel trains will significantly damage Erie Street. The City of Bay City will most likely require repairing damage to the street(s). Therefore, the Project Specifications should be amended to include: a per unit rate for removal and replacement of damaged sidewalk; complete removal of the asphalt parking area; and, a per unit rate for removal and replacement of damage to Erie Street as determined by EGLE, SME, City of Bay City and the Trade Contractor. A pre-construction photographic and/or video survey will be required to establish the pre-existing conditions.
R: The bid plans and specifications shall remain as advertised. The referenced photos are presented below.
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the bidder in the space provided in the Bid Summary Form submitted with the bidder's bid for submission of a valid bid. The changes and information shall become part of the contract documents. (Authority: 1984 PA 431)
