About this file
The document is an Invitation to Bid (ITB) No. 25-46101500-ITB issued by the Florida Department of Management Services for Firearms and Related Accessories. The ITB aims to establish a State Term Contract for firearms and related accessories, with the department intending to make up to six statewide awards for each manufacturer per category. Only manufacturers or authorized dealers can submit bids, and the department reserves the right to award to one or multiple bidders statewide or make no award. The contract will require contractors to submit quarterly sales reports, MFMP transaction fee reports, and implement a mandatory punchout catalog within 90 calendar days of contract execution.
Key pricing and performance terms include mandatory price lists with current MSRP, fixed discount percentages for initial and renewal terms, and specific financial consequences for non-performance. Contractors must provide comprehensive price lists including manufacturer, product type, model number, description, MSRP, and discount percentage. The contract includes financial penalties of $250 per day for late quarterly sales reports, $100 per day for late transaction fee reports and punchout catalog implementation, and $100 per day for late product delivery. Contractors are prohibited from changing discount percentages during the contract term and must receive department approval for any product additions or removals from their price lists.
