About this file

This is Addendum No. 2 for a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division for Cybersecurity e-Discovery Software as a Service (SAAS). The solicitation (OOT250000017) modifies the bid opening date from 3/5/25 to 3/7/25 and publishes vendor questions and answers. Questions were due by 2/18/2025, and the target start date is specified as ASAP after solicitation closes and award is made. The service requires an enterprise-wide unlimited concurrent user license for e-Discovery system capabilities.

The contract involves approximately 10TB of data that needs to be migrated from the current Casepoint system. The current environment uses FTK, AXIOM, Google Vault and Microsoft Purview for legal technology. The Office of Technology staff currently performs collections, while Users/Groups, Custodians, Assistants and outside counsel review the data. The agency is not considering subscription-based pricing models at this time and states that budget information will not be provided. The successful bidder will not be responsible for data migration. While FedRAMP moderate and StateRAMP authorization would be beneficial, they are not mandatory requirements. The vendor must have offices in the United States but is not required to have offices in West Virginia.
