About this file
This document is an Addendum (No. Ten) issued by the Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration for the Upper Guide Wall Repairs Project at Kentucky River Locks 2 & 3 in Henry County. The project involves repairs to river infrastructure, with the addendum providing detailed clarifications and responses to twelve specific contractor questions. The addendum covers technical aspects such as water data access, potential lead abatement, testing requirements, anchor installation procedures, sheet piling specifications, and construction methodologies for both Lock 2 and Lock 3.
The addendum provides critical technical guidance for bidders, including specifications on corrosion protection, anchor installation tolerances, and testing protocols. Notable details include the contractor's responsibility for construction quality control testing, potential lead-based paint considerations, and specific requirements for tieback anchors, including a tolerance of +/- 2 degrees for bore hole inclination. The document also specifies that the contractor should include 33 total cycles of watertightness testing, waterproofing, and redrilling in their base bid, with the understanding that equitable adjustments to the contract price will be made based on the actual number of cycles performed.

ADDENDUM NO. Ten (10)
Date: August 12, 2025
RFB – 235-25
Item 1: Question and answer listed below:
Question 1: Can the average flow rates, currents, and surface velocities be provided at both Lock 2 and
3?
Response: Hydrographs for Locks 2 and 3 have been included with the Plans for Construction (See
Sheets D01-D02). Water data for Locks 2 and 3 can be accessed on the internet at https://waterdata.usgs.gov/ky/nwis/RT or https://dashboard.waterdata.usgs.gov/app/nwd/en/?region=lower48 as indicated in Note 3, River Levels on Drawing A03.
Question 2: After visiting the site, it is unclear where possible lead abatement is located. Can the areas of concern be provided?
Response: Lead-based paint may be present at each site along the existing Upper Guide Walls. The areas of concern may include mooring pins, miscellaneous metals, ladders, handrails, steel rub rails, piping, painted concrete surfaces along the Upper Guide Walls, etc. but it has not been confirmed. The
Contractor is responsible for determining the presence of lead-based paint and disposal in accordance with Section 024100 – Selective Demolition of the Technical Specifications at no additional cost to the
Owner.
Question 3: Based on page 123 of 332 in the special conditions section, will the owner cover the cost of all concrete, grout, and compaction testing?
Response: Construction Quality Control (QC) Testing is the responsibility of the Contractor. No separate payment will be made and costs for such testing shall be included in the Contractor’s Unit Bid Price where required. The Engineer may perform Quality Assurance (QA) Testing for select materials in accordance with applicable ASTM Standards at the Owner’s discretion. The results of the QA testing will be used to evaluate the Contractor’s QC program. The Technical Specifications outline the minimum requirements for QC testing for select materials.
Question 4: In the tieback anchor cross-section and detail drawing a 6” PVC pipe is shown in the unbonded length. Is this PVC required? Or is the grease filled sheathing on the strands acceptable as a bond breaker as long as the sheathing is extended into the sleeve pipe attached to the bearing plate?
Response: Yes. The intent of the six-inch PVC pipe is to provide a grout-filled sheath needed for a Class
I Type anchor as defined in the Post Tensioning Institute Recommendations (PTI Rec, 2014 5th Edition) within the unbonded zone. The backfill process is left up to the Contractor and shall be described in detail within the Installation Plan as specified in Section 316813, Paragraph 1.5.2 of the Technical
Specifications.
Consistent with Drawing B05, Detail 1 and Drawing B04, Detail 3, the 6” PVC Pipe shall extend from the end of the sleeve pipe/trumpet to the top of the bonded zone.
Question 5: For the bearing plates, walers, bolts, and other miscellaneous metals, what finish are these to receive? Should they be galvanized or painted?
https://waterdata.usgs.gov/ky/nwis/RT https://dashboard.waterdata.usgs.gov/app/nwd/en/?region=lower48
Response: All elements of the strand or bar anchor shall receive Class I corrosion protection in accordance with PTI Class I corrosion protection. Any elements not covered within the strand / bar corrosion protection definition should be galvanized.
Question 6: Is the sheet piling to receive any finish after/before installed?
Response: No finishing for the sheet piling is required.
Question 7: For Unit Price number 4, should the cost of PZC-26 Metal Sheet Piling be included in this unit price?
Response: Yes. PZC-26 sheet piling should be included in the Unit Price with the exception of the PZC-
26 procured by the Owner. The cost associated with moving the Owner procured sheet piling from Lock 3 to Lock 2 should also be included in the Contractor’s bid.
Question 8: Plans for Lock #2 show the buttress walls being completely removed. Do the buttress walls have to be completely removed or is partial removal as needed for new construction sufficient?
Response: Partial removal as needed for new construction is sufficient. The buttress walls are not required to be completely removed but removed within the portion identified as the minimum required excavation (60 degrees from horizontal) to be backfilled with No. 57 stone to the minimum grades shown on the plans. Note that it is anticipated that the excavation may result in an irregular subgrade surface due to the integrated timber cribbing surface and may require some overexcavation to meet the minimum grade requirements.
Question 9: Do the 150-ksi all thread bars at lock 3 require any sheathing?
Response: Yes. The type of sheathing used for the 150-ksi all-thread bars at Lock 3 is left up to the discretion of the contractor. Consistent with Drawing C05, Structural Note 5 – The 1-1/4” dia. all thread bars shall receive Class I corrosion protection as described in Section 5.4.4.1 of PTI rec.
Question 10: Last time this project bid, the tolerance for bore hole inclination at Lock 2 was increased to
+/- 2 degrees of the specified inclination. Is that the same case with this rebid?
Response: Yes, the bore hole inclination shall be +/- 2 degrees. The contractor shall be solely responsible for any changes to the anchor head assembly as a result of any deviation in the bore hole inclination.
Question 11: Last time the project bid, the contractor was to include a total of 33 cycles of watertightness testing, waterproofing (consolidation grouting), and redrilling in their base bid. Should this be included again this time around?
Response: Yes. The Contractor shall assume that each anchor at Lock 2 (22 total) will initially require watertightness testing, waterproofing (consolidation grouting), and redrilling, plus 11 additional cycles of watertightness testing, waterproofing (consolidation grouting), and redrilling. A total of 33 cycles of watertightness testing, waterproofing (consolidation grouting), and redrilling shall be included in the
Contractor’s Base Bid. Equitable adjustments to the Contract Price based on the number of cycles performed shall be determined by the unit rates provided in the Contractor’s bid.
Question 12: Can the stressing loads and testing procedures for the installation of the All-thread anchors at Lock and Dam #3 be provided? Specification section 316813 3.3.4 discusses the stressing of the strand anchors but does not mention the stressing of the All-thread anchors. Should the same procedures and loadings be applied for the All-Thread Anchors at Lock and Dam #3?
Response: No. Refer to Section 316813, Paragraph 3.4 for installation requirements for the All-Thread
Anchors. The stressing requirements outlined in Section 316813, Paragraph 3.3.4 apply to the seven strand anchors at Lock 2 ONLY. The All-Thread anchors shall be field adjusted to maintain proper alignment for the sheet pile retaining wall until backfill has been properly placed and compacted.
Following the completion of backfill, several cycles of hard snug-up tightening shall be performed.
