About this file
This is Addendum No. 1 to a Request for Quotation (ARFQ DEP25-66) issued by the West Virginia Department of Environmental Protection (WVDEP) Office of Abandoned Mine Lands & Reclamation for the Valley Camp Mine Facilities project. The addendum modifies the original solicitation to reflect changes resulting from a pre-bid conference held on April 23, 2025, and subsequent site condition changes and landowner issues. The revised vendor questions deadline is June 2, 2025, and the bid closing date is June 16, 2025. Electronic bids must be submitted through the wvOASIS website; paper bids will not be accepted. Prospective bidders were required to attend the pre-bid meeting and sign the attendance sheet to remain eligible to bid. The project involves abandoned mine land reclamation work with a completion timeline of 120 calendar days. The Engineer's Estimate for the project is $859,600.00, with the project designed by The Thrasher Group, Inc. and supervised by regional WVDEP-AML staff including Regional Engineer Eric Simpson, Construction Engineer Sheldon Holbert, and Construction Coordinator Justin Haymond from the Fairmont AML Office.
Bidders must submit a bid bond in the amount of five percent of the total bid and maintain contractor's public liability and comprehensive vehicle liability insurance of not less than $2,000,000.00 for bodily injury and property damage per occurrence and in the aggregate. A satisfactory surety bond equal to one hundred percent of the total bid is required, including both a Performance Bond and Labor and Material Payment Bond, to remain in effect through the one-year warranty period. The project is funded through IIJA (Infrastructure Investment and Jobs Act) federal funding, requiring compliance with all applicable federal requirements, including Davis-Bacon wage requirements and BABA (Buy American, Build American) provisions. Contractors must submit certified payroll weekly and comply with OSHA safety requirements. A liquidated damages clause of $1,000 per day applies, and workers' compensation and unemployment compensation coverage is mandatory. Prior to construction commencement, the contractor must be designated as "Co-Applicant #1" on the NPDES construction stormwater permit and assumes responsibility for associated fees and violation fines. The solicitation requires counting and reporting all former or displaced coal mine industry workers assigned to the project to WVDEP-AML.
