About this file
This Addendum 5 is a Question and Answer document issued by the New Hampshire Department of Natural and Cultural Resources (DNCR) for Project #CAP2610, clarifying technical and logistical requirements for the Soil & Groundwater Sampling environmental assessment at Mount Washington State Park. The addendum addresses 15 key questions covering survey plans, groundwater data availability, well utilization, and sampling methodologies. Critical clarifications include that all testing will utilize the existing Yankee Building well with no new wells constructed, temporary decommissioning of the existing well is required post-sampling, and tracked rigs may be necessary in sensitive areas to minimize surface impact. The survey plan has been provided as Attachment 3, while well logs and groundwater data will be supplied by DNCR post-contract award due to the previously decommissioned Yankee building well. Site access requirements include coordination with Mount Washington Auto Road staff, adherence to vehicle weight and size restrictions consistent with Auto Road regulations, and completion of single-trip or annual oversize/overweight permits through the NHDOT permit portal with supporting load data.
The addendum establishes comprehensive analytical and reporting requirements aligned with EPA standards and New Hampshire regulatory frameworks. All PFAS results must be uploaded to the NHDES Environmental Monitoring Database using the full 40-compound PFAS list per EPA Methods 1633/1633A, while metals analysis shall follow the EPA Priority Pollutant List (PPL-13) unless otherwise specified. Total petroleum hydrocarbons must be reported by specific ranges (GRO, DRO, and fuel-oil ranges), and PAH analysis is required with optional separate cost line items for pricing clarity. Investigation-derived waste characterization and off-site disposal remain the vendor's responsibility. Standard OSHA protocols apply for Health and Safety Plan requirements, and no additional site-specific HASP requirements are mandated. Vehicle restrictions align with Mount Washington Auto Road requirements, necessitating proper permitting and coordination prior to equipment movement to the park.

Project # CAP2610 Addendum 5 - Q&A.
1. Survey plan– Survey plan will be uploaded as (Attachment 3 ).
2. Well logs & groundwater data – DNCR will provide the available logs and any known groundwater information post contract award. This information is limited due to the Yankee building well having been previously decommissioned.
3. Borings & well installation – All testing will utilize existing well at Yankee building, no new wells are to be constructed.
4. Well completion method – No new wells will be installed; only the Yankee Building well /existing well is to be used for testing.
5. Temporary well decommissioning – Yes, include costs for decommissioning the existing well located at the Yankee building.
6. 811 utility mark-out – The summit area is accessible for Dig Safe (811) utility clearance prior to drilling.
7. HASP requirements – No additional site-specific HASP requirements beyond standard OSHA protocols.
8. Drill rig access restrictions – Access is limited in sensitive areas; tracked rigs may be required in select locations to reduce surface impact. No new wells are to be constructed.
9. IDW responsibility – If investigation-derived waste is encountered, the vendor will be responsible for characterization sampling and proper off-site disposal.
10. Vehicle weight/size restrictions – Vehicle restrictions are in line with Mount Washington Auto Road requirements. To move trailer-equipped construction equipment to the park, you must:
a) Measure and compare dimensions and weight to legal limits.
b) Obtain the correct single-trip or annual OS/OW permit, paying required fees.
c) Coordinate with the Auto-Road and State Park staff
d) Adhere to time-of-day rules and escort requirements.
e) Submit applications through the NHDOT permit portal with supporting load data.
11. PFAS reporting to NHDES EMD – Yes, all PFAS results must be uploaded to the NHDES Environmental Monitoring Database.
12. Metals list – Metals analysis should follow the EPA Priority Pollutant List (PPL-13), unless specified otherwise.
13. PFAS compound list – Yes, include the full 40-compound PFAS list per Method 1633/1633A.size restrictions for construction equipment
14. TPH reporting – TPH should be reported by specific range (GRO, DRO, and fuel-oil ranges).
15. PAHs cost line item – PAH analysis is required; a separate cost line may be added if needed for clarity.
