About this file

This document is Addendum #4 for a Request for Proposals (RFP #25-142-PSC) issued by the Eugene Water & Electric Board (EWEB) for Stone Creek Environmental Compliance Monitoring. The addendum, dated August 21, 2025, provides clarification on two key questions from potential consultants regarding the project. The closing date for proposals remains unchanged at August 27, 2025, and the addendum is designated as a material change to the original RFP document.

The addendum addresses two specific inquiries: first, the number of field technicians required for the project, with EWEB clarifying that the consultant can determine staffing levels and that Energy Northwest will only provide site access, not field work assistance; second, EWEB confirms that the consultant is responsible for purchasing and replenishing charts and pens for the Stevens Type A-71 analog strip chart recorder annually. The document indicates that consultants must be prepared to conduct field work independently, accounting for any safety protocols that might require multiple personnel.

ADDENDUM # 4

Title: Stone Creek Environmental Compliance Monitoring

RFP # 25-142-PSC

This addendum adds additional information to the original RFP document.

QUESTION & ANSWER

1. Is it EWEB's expectation that the contractor provides only one field technician to complete field work? On the site visit, we were informed that an operator from Energy Northwest would be present for all site visits. Will this operator provide safety oversight, as well as assist minimally with setting up for field data collection?

EWEB Response: The number of field technicians assigned is up to the Consultant. Energy Northwest will be present (when coordinated ahead of time) to let Consultant through the gate and onto the site but they will not be there to otherwise assist the Consultant. Please note that if a Consultant’s protocol dictates that field work cannot be conducted alone, the Consultant will assign assuming that Energy Northwest will not be assisting in the field work.

2. Is there an inventory of charts and pens for the Stevens Type A-71 analog strip chart recorder?

EWEB Response: EWEB does not maintain such inventory. The Consultant will need to purchase and replenish it each year.

CLOSING DATE AND TIME: August 27, 2025 Remains unchanged.

This addendum constitutes a MATERIAL CHANGE to the Request for Proposals.
