About this file
This is Construction Bid Addendum No. 4 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the Barry State Game Area New Pole Barn project. The addendum was issued on February 7, 2024, with a bid opening date of February 14, 2024. The professional on record is NFE Engineers, with Josiah Meyers serving as project director. This addendum modifies the existing bidding documents through clarifications and specification revisions that must be acknowledged by all bidders to avoid bid rejection.
The primary modifications in this addendum address prevailing wage requirements and payroll record-keeping obligations. The addendum adds prevailing wage language requiring compliance with Michigan's 2023 PA 10 prevailing wage statute (MCL 408.1101 to 408.1126), mandating that all construction mechanics receive prevailing wages and fringe benefits consistent with local rates. Contractors and subcontractors must maintain detailed payroll records including employee names, addresses, wage classifications, hourly rates, hours worked, and benefits provided, with these records available for state inspection and audit for five years following final payment. The addendum also removes previous state-funded project prevailing wage requirements sections and implements nondiscrimination and nonretaliation protections for construction mechanics, including provisions for legal remedies and damages for wage violations. Contractors are required to post prevailing wage rates on the construction site in a conspicuous location.
