About this file
This is Construction Bid Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget for the Barry State Game Area – New Pole Barn project (File Number 751/22020.JLM). The project is being administered by NFE Engineers with Project Director Josiah Meyers. The addendum was issued on February 5, 2024, with a bid opening date of February 7, 2024 at 2:00 PM. A mandatory pre-bid conference was held prior to the addendum issuance, and attendees were required to sign in. Bidders must acknowledge receipt of this addendum in the Bid Summary and Bid Form; failure to do so may result in bid rejection.
The addendum provides clarifications and modifications to the bidding documents. A $5,500 cash allowance is designated for potential Great Lakes Energy electrical service changes during construction, and contractors must include a $10,000 contingency allowance to match the bid form. Bid Alternate #1 has been eliminated, removing all specified insulation requirements including R19 unfaced batt insulation in exterior walls, R5 Hunter XCI 286 rigid insulation on the exterior wall surface, and R49 Kraft faced batt insulation in the attic. A revised Bid Summary form (R 03/22) must be used for all bid submissions. The addendum addresses five pre-bid meeting questions clarifying that temporary fencing is not required, permits will be issued by LARA with contractor coordination through the Bureau of Construction Codes Plan Review division, Romex electrical wire is acceptable if installed in conduit (with all wiring including low voltage control wire to be in EMT conduit), truss drilling is acceptable for support attachments but not for running conduit, and mechanical gate installation referenced in Specification Section 01 030.2(b) is not part of this project.

• 1.1 Cash Allowances $5,500 allowance is intended to be used to cover costs associated for Great Lakes Energy electrical service changes should the need arise during the course of construction.
• 1.2 Provisional/Contingency Allowances Contractor to include a contingency allowance of $10,000 to match the bid form.
2. Clarification to Bid Alternate #1
• Elimination of all insulation to include R19 unfaced batt insulation in exterior walls including 2x6 framing between columns, R5 Hunter XCI 286 rigid insulation on outside of exterior walls, and R49 Kraft faced batt insulation in attic.
3. Issues a new Bid Summary form (R 03/22) which must be used by Bidders for submission of bids.
• Updated to include the Cash Allowance line item referenced above from Section 01 020 Allowances additional space for Bid Addenda acknowledgements, clarification to the project scope of work and updated Bid Opening Date of February 7th, 2024 at 2pm.
• See attached
4. Issues the Mandatory Pre-Bid Conference sign-in sheet
• See attached
5. Pre-Bid Meeting question #1
• Q. Is temporary fencing required?
• A. No, temporary fencing isn’t required.
6. Pre-Bid Meeting question #2
• Q. Who issues, or obtains the building permit?
• A. All permits will be issued from LARA. This includes the building permit. PSC has provided plans and specs to the Bureau of Construction Codes Plan Review division. Once approved the plans will be provided to the Contractor with a BCC project number, Contractor then references that number for all permit activities including scheduling of inspections.
7. Pre-Bid Meeting question #3
• Q. Can we use Romex electrical wire?
• A. Romex is acceptable for electrical wiring as long as it is in conduit. Note that all electrical wiring, including low voltage control wire, is to be in EMT conduit.
8. Pre-Bid Meeting question #4
• Q. Regarding Spec Section 06 175.3.1.K, it states that joists are not to be drilled through. But the detail for the angled supports says to drill through and attach to supports to each truss with bolts. Please advise.
• The spec section refers primarily to drilling through trusses to run conduit, or other such items, which is not acceptable. In the case of the angled supports, the truss designer/fabricator should understand that the supports will need to be attached to the trusses and take that into consideration during design/fabrication.
9. Pre-Bid Meeting question #5
• Q. Spec Section 01 030.2.(b) refers to a mechanical gate installation, is that part or this project?
• No, this project does not involve the installation of a mechanical gate, please disregard this reference.
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
