About this file

This is a technical memorandum and structural inspection report prepared by HDR Engineering, Inc. for the MIRA Dissolution Authority (formerly Connecticut Solid Waste Systems Resource Recovery Facility) located in Hartford, Connecticut. The report documents a comprehensive structural evaluation of the Power Block Facility (PBF) and associated structures conducted through multiple site visits in September 2024, November 2024, and February 2025, supplemented by drone inspection on March 27, 2025. The evaluation assessed the structural integrity of the boiler building, coal unloading crane, screen houses, RDF overhead conveyors, transfer building, MCAPS duct system, lime silos, air handling and pollution control structures, staircases and catwalks, concrete pads, and boiler hanger supports. HDR documented findings using a five-category rating system (Excellent, Good, Fair, Poor, and Critical) and developed a baseline condition assessment and ongoing inspection program with recommended monitoring frequencies ranging from six months to one year depending on specific conditions and risk levels.

Of the 89 inspection items documented, 4 were rated Excellent, 27 Good, 30 Fair, 16 Poor, and 11 Critical. Critical findings requiring immediate action include barricading of stairs, parapet wall separation and leaning at the PBF north and south ends, falling metal paneling, roof openings exposing interior components, hanging insulation and lagging creating falling object hazards, guardrail deterioration, and structural member deterioration. The boiler hanger support system analysis, based on spot measurements and comparison to similar VU-40 boiler designs, indicated no significant material loss from corrosion despite surface rust observations; however, the boilers currently support considerably less weight than original design capacity since they are empty and no longer operational. All recommendations prioritize personnel safety through barricading and access restriction, as the facility is scheduled for future demolition rather than repair. The inspection checklist and photo documentation provide baseline conditions for future monitoring against observed deterioration.

South Meadows Structural Operating Plan

South Mea dows Structural Ooerating Plan slLl202s

Summary

The structural operating plan for the South Meadows facility involves a comprehensive assessment and inspection program for on-site structures to ensure their integrity. After an initial evaluation by Authority staff, it was determined that the structures on the Waste Processing ('WPF") side of the site were sound and do not require structural evaluation, with all structures constructed in the 1980's or later. Therefore, the comprehensive assessment focused on the Power Block ("PBF") side of the site, with some structures dating back to the 7920's and some newer structures showing signs of corrosion due to the nature of the PBF processes when it was operating.

The Authority engaged HDR, lnc. to conduct a thorough examination of the steel framework and masonry structures of the PBF to identify any signs of corrosion, cracks, or deterioration.

Of particular importance is an assessment of the boiler hangers, as the three waste-to-energy boilers are supported from the roof of the PBF. Non-destructive testing methods like ultrasound and magnetic particle testing may be employed for a detailed analysis following visual inspection if observations indicate such testing would provide value.

At the conclusion of the thorough examination, a baseline condition assessment and inventory of key structural elements will be developed and an inspection program will be implemented to routinely assess the condition of key structural elements vs. baseline conditions. Structural conditions deemed unsafe will be managed through various practices including: Barricading areas deemed unsafe to prevent access, prioritizing maintenance and/or demolition activities, rust removal, reinforcement of weakened sections, and repointing of masonry joints. Regular monitoring and periodic inspections would be scheduled to detect any new issues promptly, ensuring the continued stability and functionality of the facility.

As of early April,2025, HDR is working to incorporate its final observations into a technical memo, inspection form, and associated support documents. Each of these documents (with the exception of the photo log) is in draftform and attached hereto.

Project Mira Dissolution Authority (MDA) Structural Evaluation

To: Dave Bodendorf (MDA)

From: Jesse Jaeckel (HDR); Dallas Dissmore (HDR)

Subject Structural Evaluation Technical Memorandum

Proiect Understandinq

On July 19, 2022, MIRA ceased municipal solid waste combustion and associated electricity production at its Connecticut Solid Waste Systems Resource Recovery Facility ("CSWS RRF,, or the "Facility'). MIRA has since rebranded to the MIRA Dissolution Authority ("MDA"). Since its closure the Facility has been broom swept, but limited decommissioning activities have othenrvise occurred. Waste handling and processing equipment has not been operated, and areas of the buildings have continued to deteriorate. Roof leaks and sections of insulated, modular wall panels were observed to be missing from the Power Block Facility ("PBF'), allowing precipitation to enter the building and accelerate the degradation of the interior equipment and structures.

The MDA recently completed the South Meadows Redevelopment Considerations Study to inform stakeholders of the environmental needs and knowledge required for redevelopment of the site. MDA identified the importance of evaluating the current structural condition of the pBF, identifoing critical structural components of the facility, and devetoping a routine inspection program where the condition of the facility can be monitored against the baseline condition until which time the site is redeveloped or demolition activities occur.

To complete this evaluation MDA retained HDR Engineering, lnc. to visually observe and report on the structuralcondition of the following components:

Summarv of Activities

HDR performed site visits September 24-25,2024i November 6-7,2024; and February 11th,2O2S for a total of five days on-site evaluating the above mentioned areas/equipment at the CSWS RRF. During these evaluations HDR recorded visual observations, spot checked the thickness of select support hangers and structural members, took photos of select observations, and measured cracks/gaps that were observed to be present in different locations throughout the PBF and other structures.

On March 27 2025, the HDR team returned to MIRA to obtain video and photos of the roofs and upperwalls of the PBF and stack by flying an unmanned aerialvehicle (i.e., "drone") outfitted with a camera and transmitting video to the drone pilot on ground. The purpose of this follow-up visit was to investigate the conditions of some of the facilities' roof that were unobservable during previous visits, due to their very tall height and/or inaccessibility.

The focus of these efforts was to identihT current hazards that existed in the locations identified in the scope of the evaluation, prescribe an immediate action to mitigate any concerns, and identify an appropriate reinspection frequency.

HDR developed a site inspection checklist documenting the most notable observations that were made. The checklist will also be used by a future inspector to verifi7 that the conditions identified by HDR are not worsening, and to add newly observed items.

HDR used a S-category rating system to rate the condition of the structures and equipment that were observed. The definitions for these rating classifications are shown below. lt is important to note that the intent of this rating system was to classiflT observed hazards that could cause harm to personnel working or traversing through an area. As such, not all observations are specific to a concern about the structural integrity of support structure or piece of equipment, for example.

Rather, most of the poorer rated observations relate to observations such as loose exterior building cladding, or missing/damaged handrails. The following are brief descriptions for each of these ratings:

Excellent: No observed concerns

Good: No observed concerns

Fair: No immediate hazard to personnelworking ortraversing through the area was observed.

Poor: Area should be barricaded off and hazard should be monitored for further deterioration.

Critical: Area should be barricaded off and the hazard should be monitored for further deterioration and consideration should be made to address the hazard.

HDR notes that in most instances where ahazardwas identified and was significant enough to

Being that these facilities and equipment will ultimately be'demolished and removed, there is no reason to expend capital reserve money to perform repairs so long that the area can be avoided entirely. ln some cases a corrective action, or the recommendation to install a crack or movement monitor, was suggested as an additional measure for consideration.

Description of Areas Observed

General PBF Boiler Building

The boiler building houses RDF boiler 11,12 and 13. This 66' by.170'by 125'high metalframe structure incorporates the south wall of the original power plant, which is constructed of brick. The boiler building also shares a common wall with the original turbine hall on the west side and the original power plant on the north side. When the RDF boilers were instalted in 1g88, the height of the structure was increased. Metal wall panels were used to enclose the additional area on the south and west walls as well as the entire east wall. There are three banks of windows on the original south wall and six ventilation louvers above the window elevation on the building extension. There are also a number of ventilation louvers on the east and west walls. The building roof is constructed of metal decking, insulation and a rubber membrane. There are eight ventilation fans, six steam relief silencers, three skylights/access points and numerous vent pipes on the roof. There is also a small dust collector on the boiler building roof whibh previously served the coal silo. The RDF Feeder Bay is attached to the east side of the boiler building and has a slightly lower roof line. This building is approximately 25' by 170' by 114' high. The roof on this structure is also constructed of metal decking, insulation and a rubber membrane covered with crushed stone. This roof has two ventilators and six pickup points connected to the MCAPS system.

Coal Unloading Crane, Transfer Sfrucfures and Conveyors

The Coal Unloading Crane is constructed just offshore of the riverbank. The structure consists of a multi-story structuralsteeltower built atop a multi-levelconcrete platform supported on concrete piles extending down to the riverbed. At high tide, the Connecticut river submerges the lowest-level platform, depositing an approximately 3"-to-6" layer of sand on the platform floor when the water recedes. However, HDR observed little{o-no damage from the water's activity. The facility is generally in very good condition.

Screen Houses

The north screen house (Screen House 1) is located on the river side of the dike and serves as the cooling water intake for TG 6. This approximately 24' by 30' structure includes two circulating water pumps (one operating, one standby) and two traveling trash screens. The northwest screen house is approximately 30' high with the bottom at Elevation minus 11'-0". The top floor has brick walls while the rest of the building is poured concrete with a brick exterior on the portions of the concrete that are above grade. There is one wall fan on upper floor east side and a steel flsh return chute on the south side. The north screen house reportedly dates back to 1949.

The central screen house (Screen House 2) is located between Screen Houses 1 and 3 and formerly provided cooling water for an additional T/G that was removed from the site when the

As a result it has been unused for approaching 40 years. lt is also approximately 30'high with a bottom Elevation of minus 11'-0" where the circulating intake pipes used to pull water in from the river. The top floor has brick walls while the rest of the building is poured concrete with a brick exterior on the portions of the concrete that are above grade.

The south screen house (Screen House 3) is located downstream of the northwest screen house and serves as the intake for cooling water for TG 5 and service water for process needs. This approximately 47' by 22' structure includes two circulating water pumps (one operating, one standby), two service water pumps (one operating, one standby) and four traveling trash screens (two for circulating water and two for service water). The south screen house is approximately 30' high with the bottom at Elevation minus 11'-0'. The top floor has brick walls while the rest of the building is poured concrete with a brick exterior on the portions of the concrete that are above grade. The east side of the building has a fresh air supply system that serves each of the lower floor levels. There is a steel fish return chute on the south side. The south screen house reportedly dates back to 1937 and was modified in the 1988 time frame when the RDF boilers were installed.

The service water pumps were installed at that time.

RDF Overhead Conveyors and Transfer Building

The RDF Overhead Conveyors are used to transmit solid material from the Waste Processing Facility to the Power Block Facility for usage as part of the power generation process. These showed a small amount of rust on the exterior metal undersides, a few broken footings at ground level, and severe flooding within the connecting point at the Refuse Derived Storage facility.

However, the structural integrity of the conveyor appears intact.

The Transfer Building is a multi-story building connecting six conveyor tunnels between the Crane Unloading Building, the PBF, the Coal Pile, and the Refuse Derived Storage facility. This structure serves as a connecting hub for the conveyors, diverting material traveling to-and-from the Refuse- Derived Storage, the Coal Unloading Crane, the Coal Pile, and the Power Block Facility (pBF).

This building also showed littleto-no damage.

MCAPS Overhead Duct System

The Mid Connecticut Air Processing System (MCAPS) was installed in 2001 to collect and transport potentially odiferous air from the WPF to the boiler building for use as combustion air in the boilers. The aluminum ductwork appeared to be in good condition.

Pehble Lime and Dolomitic Lr-me Sr7os

These silos were used to store pebble lime and dolomitic lime which were reagents used to adjust the pH level of the ash product. The structural condition of these silos were difficult to determine by visual observation due to the coating of spilled lime and grit on the exterior.

Air Handling and Air Pollution Control Structures, tncluding Sfack

Each boiler has a dedicated APC train. The flue gas travels through the Spray Dryer Absorber (SDA) vessel, where a lime slurry is injected through a rotary atomizer to neutralize acid gases consisting of sulfur dioxide (SO2) and hydrogen chloride (HCl). After the SDA, the flue gas travels

55 Capiial Blvd, Suite 403, Rocky Hill, CT 06067-3927

(860) 494-785055 Capital Blvd, Suite 403, Rocky Hitt, CT US 06067-3927(860) 494-7850 through a reverse air fabric filter baghouse where particulate is captured in fabric filter bags. The cleaned flue gas exits the baghouse, being drawn through the system by an induced draft (lD) fan. The discharges of the three lD fans combine into a common duct and exhaust out through a common stack.

Stainnays and Catwalk Structures

The interior of the PBF includes a series of galvanized, perforated, anti-skid, metal grated flooring, walkways, and stainruells. These are generally in reasonably good condition; however, there are a few locations where the supports have weakened, and the flooring deflects significanfly under the weight of normal human foot traffic. These must be either taped off or fixed as soon as possible. Additionally, there are multiple concrete catwalks within the PBF. Most of these are still in reasonably safe condition; however, the railing on some of them has broken, so that persons walking along those catwalks are unprotected against slipping and plunging several stories to the floor below. These areas have been taped off; however, they still remain a serious hazard to building visitors.

Concrete Slab Over Former Track Hopper Room

The concrete slab over the Track Hopper Room was designed to support rail cars unloading coal. A sign is posted indicating a load limit for the concrete slab of 1,2001b gross vehicle weight, and concrete barricades have been placed around the pad to prevent vehicles from traveling over it. Based on HDR' s observations of the Trach Hopper Room below the pad, HDR recommends the barricades be maintained and the load limitation remain.

Boi I e rs H an g er Supports

The PBF houses three C-E ModelVU40 waterwallfurnace, spreader-stoker boilers with traveling grates each rated a|677 tons per day of design RDF. These are referred to as Boiler 1 1, Boiler 12 and Boiler 13. The rated steam capacity of each boiler when combusting RDF was 231,000 pounds per hour at a superheater outlet temperature of 825 degrees Fahrenheit (oF) and a pressure of 880 pounds per square inch gauge (PSIG). These boilers were designed to generate steam which was sent through two, 45 MW (50 MVA) steam turbine-generators (TG) referred to as TG 5 and TG 6.

The VU-40 boiler is supported by hangers from the top of the boiler. The hangers, which are comprised of approximately 45 rods (sizes vary from Ta" to 2" diameter), are spaced as required to support various components and weights of the unit. The hangers attach to steel girders at the top of the boiler building such that the boiler effectively "hangs" in place. The boilers are attached in this manner to allow them to expand and contract vertically when they are thermally cycled.

Boiler Hanqer Analvsis

HDR visually documented some of the observable hangers supports and also took spot readings of the rod diameters as described in more detail in the checklist and photo log. The entire boiler should be washed down to fully remove ash, dust, and grit that covers many of the nuts that hold the hanger rods in place to allow for better future visual observations.

HDR was able to visually observe and take spot readings of different hanger rods on all three

55 Capital Blvd, Suite 403. Rocky Hill, CT 06067-3927

(860) 494-785055 Capital Blvd, Suite 403, Rocky Hi[, CT US 06067-3927(S60) 494-7350 boilers. Although HDR was not able to obtain structural drawings of the boiler support system for this facility, HDR was able to obtain drawings for the same VU-40 boiler that was installed at the H-POWER facility located in Kapolei, Hi and for the purposes of this study has made the assumption that the boiler hanger system design is substantially similiar to that of the CSSW RRF.

Several drawings obtained from Drawing Set#28185 showed the hanger rod dimensions and provided sectional views of the boiler system which HDR was able to correlate with observations and measurements taken in the field. For the limited number of spot readings we were able to obtain on each of the boilers, the measurements appear to align with the design dimensions denoted in the H-POWER structural drawings, indicating there has not been iny significant material loss due to corrosion.

ln addition, it is important to note that the boiler structures weigh significanly less than the weight they were original designed to carry. This is due to the removal of the screen tubes, general wall thickness loss of the boiler waterwall panels, and most notably, the fact that the boilers are not holding water. Drawing 28185-1E0001 Rev 9 provides a table of water weights that shows a total water weight of 171,266 lbs (85.6 tons) when the boiler is filling to the typical operating water level, and 226,109|bs (1 13 tons) when entirely filled. HDR assumes that the weight of this water may be as much as 20% of the total weight of the boiler.

HDR's visual observations cannot rule out the possibility of stress corrosion cracking or other microscopic degradation to some of the boiler support hangers, and Non-Destructive Examination (NDE) testing could provide more comprehensive findings. lf the intent was to refurbish and operate these boiler for another 30 years it may be prudent to perform more comprehensive inspection on these hangers and even consider replacing them, due to the additional thermal cycling and dynamic loading they will be subjected to over the next operating lifespan. However;

considering these boilers will no longer be operated the hanger rods only need to withstand the static load of the empty boiler. HDR did not observe anything from its visual findings or spot field measurements that indicated cause for concern regarding the structural integrity of the boiler hanger support system.

Drone Findinqs

Video was recorded for the entire drone flight and used to obtain still footage of the team's observations as part of this report's documentation. Drone footage captured several additional items that have been added to the checklist, the most notable including:
