About this opportunity

The Capital Region Development Authority (CRDA), a quasi-public agency of the State of Connecticut, is issuing a Request for Proposals (RFP) for consulting and engineering design services related to the abandonment and removal of dike penetrations and encroachments at the former MIRA Waste to Energy Facility in Hartford, Connecticut, within the Hartford Flood Protection System. The scope encompasses evaluation, design, permitting, and construction support for the removal or proper abandonment of twelve pipe penetrations and various encroaching structures including three screen houses, a coal barge unloader, cooling water discharge canal sheet piles, dolphin pile groups, barge dock and pier structures, overhead coal transfer conveyor, and miscellaneous foundations on both the river and land sides of the floodwall. Deliverables include updating the Operation, Inspection and Maintenance Plan; updating the Emergency Preparedness Plan; conducting one quarterly inspection, one annual inspection, and one five-year inspection with associated documentation; preparing permit applications for multiple regulatory agencies including the U.S. Army Corps of Engineers, Connecticut Department of Energy and Environmental Protection, and Greater Hartford Flood Commission; developing construction-level plans and specifications; providing construction quality assurance services with full-time inspection during abandonment and removal phases; and performing subsurface utility location determinations at Quality Level B per ASCE 38 standards. Proposers must demonstrate relevant experience with comparable projects completed within the last three years, provide three years of independently audited financial statements, furnish evidence of valid Connecticut professional licenses and registrations, and submit evidence of technical expertise in flood protection infrastructure, environmental permitting, and compliance with Army Corps of Engineers requirements. Proposals must include lump-sum pricing for Tasks 1-5 (planning and inspection activities), time-and-materials pricing with not-to-exceed limits for Tasks 6-7 (permit applications and construction-level plans), and hourly rates for Task 8 (construction quality assurance), with detailed cost breakdowns, estimated hours, and billing rates. Evaluation criteria include firm and team qualifications, professional qualifications of key personnel, proposed work plan, price, references, and demonstrated commitment to affirmative action. The mandatory pre-proposal site tour is scheduled for October 15, 2025 at 10:00 AM; the questions deadline is October 22, 2025; and the proposal submission deadline is November 18, 2025 at 1:00 PM, with short-list presentations anticipated for November 25, 2025 and notice of award expected December 5, 2025.

The RFP does not specify any explicit set-aside designations for disadvantaged enterprises or restrictions limiting the types of organizations eligible to respond; however, proposers must comply with state ethics laws, campaign contribution restrictions, non-discrimination requirements, and affirmative action commitments applicable to Connecticut state contracts valued at $50,000 or more. No incumbent vendors or current contractors are identified in the solicitation documents. The facility assessment includes a Hazardous Building Materials Inspection (HBMI) conducted between July and September 2024, identifying 1,507 asbestos-containing materials across multiple buildings, and a comprehensive structural inspection report documenting the condition of various facility structures with ratings ranging from Excellent to Critical; prospective contractors must review these baseline condition assessments and may be required to perform additional environmental sampling, draining, cleaning, waste characterization, and containerization of residual materials from interior penetration surfaces, with CRDA arranging for proper off-site transportation and disposal. The RFP also references a technical memorandum from HDR Engineering documenting critical structural findings requiring immediate action and baseline conditions for future monitoring. The solicitation does not specify an estimated total contract value or budget range in the available documents, requiring interested vendors to contact the project manager, Mr. David Bodendorf, P.E., at the Capital Region Development Authority, 100 Columbus Boulevard, Suite 500, Hartford, Connecticut 06103, telephone (860) 930-8657, or dbodendorf@crdact.net for clarification regarding project budget and resource allocation.
