About this file
This is an Asbestos-Containing Materials (ACM) HBMI Report prepared by Eagle Environmental, Inc. for a facility inspection, likely related to a state or local government contract opportunity involving environmental assessment and potential asbestos abatement work.
The report documents a comprehensive asbestos survey conducted between July and September 2024 across multiple buildings and structures at the site, including a Waste Processing Facility and Power Block Facility. The inspection identified both confirmed and assumed ACMs through systematic physical inspections and bulk sampling analysis. A total of 1,507 asbestos bulk samples were submitted for laboratory analysis using Polarized Light Microscopy (PLM), with 1,394 samples analyzed based on a stop-on-first protocol. Confirmed ACMs were found in various locations including window glazing compound, roof flashing cement, exterior caulk, roofing materials, felt paper, thermal insulation, and miscellaneous items such as gaskets, valve packing, and adhesives across multiple buildings. The inspection was limited to accessible areas, and the inspector did not disassemble equipment for internal inspection.
The report explicitly states that it is not intended for use as a bid document or scope of work for asbestos abatement. Should abatement be required, a State of Connecticut licensed Asbestos Project Designer must be retained to develop specific plans and technical specifications. The facility owner is required to notify prospective employers bidding for work, employees, and tenants of the presence, location, and quantity of ACM and Presumed ACM (PACM) at the site in compliance with OSHA Asbestos in Construction Standards. The report notes limitations regarding inaccessible areas and the possibility of hidden or concealed suspect ACM that may not have been identified during the non-destructive study-level inspection.

assumed miscellaneous non-friable ACM. Multiple gaskets associated with the equipment in the building including the cylindrical trash chute (HA# 707), cyclones (HA# 708), blower units (HA# 709), cylindrical odor control duct (HA# 712) and valve houses (HA# 713) were assumed to be ACM. Testing of other limited accessible gaskets within the associated buildings confirmed the gaskets to be non-ACMs but the inspector was unable visually determine if the inaccessible gaskets were similar to those that were tested. The gaskets are assumed non-friable miscellaneous ACMs.
Tool Storage
The window glazing compound (HA# 10) contained in the viewport windows within three (3) doors was confirmed to be an ACM. The window glazing compound holds the glazing (glass) in place and provides a seal between the glass and door. The window glazing compound is a non-friable miscellaneous ACM.
The interior duct pin tab adhesive (HA# 715) was assumed to be an ACM. The inspector was unable to inspect the interior of the duct and assumed the material to be present. The pin tabs are generally glued or welded to the duct and hold the blanket duct insulation in place. The glue is sometimes an ACM. The pin tab adhesive is an assumed non-friable miscellaneous ACM. Two

Conclusion and Recommendations
Eagle completed an asbestos-containing materials study of the buildings and structures at the Site between July and September 2024. The asbestos-containing materials study was a non-destructive study for accessible suspect ACMs. Each building or structure included in the scope of services was systematically inspected by performing a physical inspection of the functional spaces within the buildings. A functional space is a room or group of rooms, or area in a building with a specific use. The physical inspection included a walkthrough of each functional space to locate and identify homogeneous areas of suspect ACMs for bulk sampling. Homogeneous areas were placed into three US EPA categories including Surfacing ACM, Thermal Systems Insulation ACM, and Miscellaneous ACM. Bulk samples of each homogeneous area were collected and analyzed by an accredited laboratory. A total of one- thousand five-hundred and seven (1,507) asbestos bulk samples were submitted for laboratory analysis by PLM and one-thousand three-hundred and ninety-four (1,394) samples were analyzed based on the stop on first

The duties of building and facilities owners under the OSHA Asbestos in Construction Standard include determining the presence, location, and quantity of ACM and/or PACM at a facility prior to work subject to the OSHA Standard is begun. This duty has generally been accomplished through completion of this inspection. However, future targeted inspections may be necessary should specific construction activities be planned that involves activities that may impact areas or suspect materials outside the scope of this inspection.
Building and/or facility owners shall also notify the following persons of the presence, location, and quantity of ACM or PACM at the work sites in their buildings and facilities:
1. Prospective employers applying or bidding for work whose employees reasonably can be expected to work in or adjacent to areas containing ACM or PACM.
2. Employees of the owner who will work in or adjacent to areas containing ACM or
PACM.
3. On multi-employer worksites, all employers of employees who will be performing work within or adjacent to areas containing ACM or PACM.
4. Tenants who will occupy areas containing ACM or PACM.
The OSHA in Construction Standard also requires that labels be affixed to all products containing asbestos and to all containers containing such products, including waste containers.
Limitations
The asbestos-containing materials inspection was a s study-level study that included accessible suspect ACMs and accessible areas of the buildings and structures only. The inspection was limited to areas that could readily and safely be accessed for inspection. Areas that required confined space entry or were limited for access due to height or other physical constraints, or presented a potentially dangerous condition to the inspection team, were excluded from the inspection. Eagle did not disassemble any equipment for internal inspection. Reasonable care was taken to identify all suspect accessible asbestos-containing materials by performing a physical inspection and bulk sampling. However, it is not always feasible to locate all suspect ACM that may exist within or on a building and there is a possibility of hidden or concealed suspect ACM within or on the buildings. Should additional suspect ACMs be discovered, they must be presumed to be asbestos-containing until sample analysis proves otherwise.
This report provides information on the presence or absence of asbestos in building materials at the Site. The report is not intended for use as a bid document or scope of work for asbestos abatement. Should asbestos abatement be required, a State of Connecticut licensed Asbestos Project Designer should be retained to develop plans and technical specifications for asbestos abatement. Unique conditions may exist that require abatement design strategies specific for the project, which must be considered during abatement scope development. An Alternative Work Practice may be required to address Site-specific conditions that would allow for an unconventional abatement approach.
