About this file
This document is an addendum to an Invitation to Bid (ITB) issued by the Eugene Water & Electric Board (EWEB) for the IP Turbine-Generator #4 Switchgear Replacement project. The addendum provides additional information on the commissioning requirements, including the commissioning organization, responsibilities of the owner and contractor, commissioning phases, and inspection and test plans. It also clarifies that the project closing date has been revised to December 13, 2022 at 2:00 PM PST, from the original closing date of December 8, 2022. The project involves the replacement of 13.8kV switchgear, bus duct, protective relays, and communication equipment at the International Paper facility in Springfield, Oregon.
The project is funded by EWEB, and the contract will be awarded to the successful bidder. The addendum indicates that the contractor will be responsible for performing various testing and inspection activities during the construction, pre-operational, and startup/operational test phases of the project, and that EWEB will witness and review the testing as necessary. The contractor will also be required to provide a system deficiency list and resolve any issues identified during the commissioning process.
