About this file
This document is Addendum #3 to RFP 24-200-S issued by the Eugene Water & Electric Board (EWEB) for pole inspect, test, treat, and NESC and Joint-Use Inspection Services within EWEB's service territory. The addendum clarifies that EWEB does not require any climbing inspections and provides updated pricing tables for transmission and distribution inspections. The scope includes visual inspections, pole sounding and boring, groundline fumigant treatments, installation of pole numbers and guy markers, and slot excavations. Estimated quantities are provided for various pole types, including concrete, steel, and wood. The bid submission deadline has been extended to November 19, 2024.
The pricing tables detail unit and extended prices for the various inspection and treatment services. EWEB does not anticipate the need for any remedial pole coatings. The contract is for NESC and joint-use inspections as well as pole inspection, testing, and treatment services. EWEB will provide annual location data for the poles to be inspected. Funding for this project is from EWEB's budget, but specific amounts are not disclosed.

Addendum #3 – RFP 24-200-S
November 6, 2024
ADDENDUM #3
Pole Inspect, Test, Treat, and NESC and Joint-Use Inspection Services
RFP 24-200-S
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
Description of Change(s)
1. Q: The provided scope document indicates non-wood (steel, concrete, ductile iron) poles will receive a visual and are not called out for excavation or coating application, but EWEB pricing sheet includes billables for coatings and excavations. Should contractor plan to excavate and coat all non-wood poles?
A: There isn’t any treatment for “Non-wood” poles. That said, this is mostly a visual inspection. The exception was the steel lattice towers in which received a digging inspection around the footings.
2. Q: Can EWEB provide estimated quantities for each type of non-wood pole:
a. Direct Bury Steel Pole
b. Direct Bury Steel Tower
c. Direct Bury Concrete
d. Concrete mounted Steel Pole
e. Concrete mounted Steel Tower
f. Direct Bury Guy Anchor – all EWEB structure types are Direct Bury Guy Anchor
A: From our GIS data, we can identify:
• Concrete – 616
• Steel – 475
• Wood – 23,158
• Down guy – 10,692
3. Q: Can EWEB provide location data for all non-wood poles?
A: Regarding pole location, they are located in the same territory as wood poles. Specific location will be provided annually.
4. Q: Amendment 2 indicated that Section 2.25, item K, related to climbing inspections, could be disregarded.
• Section 2.25, items I and J also relate to climbing inspections. Could EWEB please confirm that these may also be disregarded ?
• Tables A for Distribution and Transmission pricing, items 9, 10 and 11, are related to climbing. Could
EWEB please confirm that these price line items may also be disregarded ?
A: Addendum #2, states EWEB does not anticipate any circumstance requiring a contractor to climb to the top of a pole for inspection purposes. After reviewing with the EWEB team, we do not anticipate needing to climb ANY poles for inspections. Attached are the updated pricing tables for this RFP.
Addendum #3 – RFP 24-200-S
5. Q: Pole climbing is a substantial variation on common wood pole Test & Treat project scopes, with corresponding considerations for staffing, training, certification, liability and insurance. Our present interpretation of RFP Section 2.25, Item K, is that due to the requirements that the pole circuit(s) will be de-energized, the situations where climbing would actually take place would be of a fairly limited and pre-planned nature. Could EWEB please discuss in more detail their expectations for the underlying conditions and annual quantities under which any poles would be assigned a climbing inspection requirement ?
A: As per question 4, EWEB does not need the climbing requirement for ANY pole inspections.
6. Q: If a “Climbing Inspection” is required, would EWEB accept inspection via a bucket truck rather than have the inspector climb the pole?
A: See answers to questions 4 and 5.
7. Q: On the “SAMPLE – Non-Wood Pole Price List Sheet”, items 16 through 21 are various references to coatings that could be interpreted to be the application of remedial coating although the RFP specification does not appear to include any such coating specification. Could EWEB please confirm that this is visual inspection of the coating only rather than application of remedial coating ?
A: EWEB will not ask for the application of remedial coating. This is a sample price sheet of possible items for pricing. The price sheet proposers provide is at their discretion.
