About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Eugene Water & Electric Board (EWEB) in Oregon for Pole Inspect, Test, Treat, and NESC and Joint-Use Inspection Services. The addendum provides clarification on specific questions related to the solicitation, including the use of drones for transmission versus distribution poles, estimated quantities for non-wood poles, and the percentage of NESC inspections versus pole inspections. It also confirms that the closing date and time for the RFP remain unchanged. The RFP is seeking services to be performed within EWEB's service territory, which includes Lane County, Oregon.
The contract will cover the inspection, testing, and treatment of an estimated 18,000 poles owned by EWEB, as well as approximately 6,000 non-EWEB owned poles with EWEB facilities attached. The contract term and any renewal options are not specified in the addendum. Pricing details, set-asides, incumbent information, and funding sources are also not provided in this addendum.

ADDENDUM #1
Pole Inspect, Test, Treat, and NESC and Joint-Use Inspection Services
RFP 24-200-S
This addendum provides clarification to the solicitation document(s) for work only to the extent indicated herein.
Proposal Questions:
Q: Is there a difference between distribution and transmission quantities for drone service specification proposals? Understanding the current RFP as approximately 10% transmission and 90% distribution, is that also accurate for the drone service proposal?
A: EWEB does not forecast drone services for routine distribution inspections with the possible exception of HFRZ feeders. EWEB is more likely to use drones on transmission poles.
Q: For the non-wood pole price sheet, can EWEB please provide an estimated number of units or percentage for each item?
A: EWEB estimates 100-200 poles per each item listed.
Q: Can EWEB provide data showing the percentage of NESC inspections vs Pole Inspections and the areas they’re located? According to 2.13 Non-EWEB Poles “Poles which are not owned by EWEB and have EWEB facilities attached shall have EWEB facilities inspected for NESC requirements only. These poles shall not be inspected and/or treated unless specified by EWEB.
These poles should be treated in conjunction with the pole owner’s pole maintenance program.”
Based on that language, we would like to know how many Non-EWEB poles, that have EWEB facilities attached, and where they are located.
A: There are approximately 6,000 non-EWEB owned poles. These are spread around EWEB’s service territory. Some regions have a large population of non-EWEB owned poles and other regions may have zero. The quantity of non-EWEB owned poles inspected will vary annually, depending on which substation circuits we are evaluating that year. EWEB owns around 18,000 poles, so about 25% are non-EWEB. So, it will certainly vary annually how many to expect. EWEB is averaging 3-4 substations inspected per year. There are no substations that have more than 600 non-EWEB poles, with most having far fewer than that.
CLOSING DATE AND TIME
The closing date and time will remain unchanged.
