About this file

Addendum 3 for the Idaho Springs Parking Management Services Request for Proposal (RFP) contains a comprehensive Q&A document from the City of Idaho Springs in Colorado, addressing potential bidders' inquiries about the current parking management program. The document reveals that the City is seeking a new vendor to manage its parking operations, with the RFP covering end-to-end parking management services including technology, hardware, operations, staffing, daily operations, signage, maintenance, customer service, and enforcement. The current parking management approach involves a revenue-sharing contract with an existing vendor, and the program currently operates 21 kiosks and an online payment platform.

The addendum provides limited historical performance data, including gross violation revenue of $168,685.61 from May 2021 to April 2022 and $439,228.57 from November 2023 to October 2024. Staffing levels vary seasonally, with up to 12 personnel during peak times (May-October) and two customer service representatives during off-peak periods. While the City cannot provide detailed monthly breakdowns for many requested metrics such as transaction volumes, permit counts, or uncollected citation rates, they did note that average ticket prices range between $5.48 and $5.69. The RFP suggests the City is seeking a comprehensive parking management solution that can provide more robust data tracking and reporting capabilities than their current arrangement.
