About this file
Addendum 3 is a procurement document for the Brevard County Group Dental Plan (Project P-1-25-18), issued by Brevard County Purchasing Services in Viera, Florida on May 21, 2025. The addendum provides clarifications to prospective bidders for a group dental insurance contract, with the proposal opening scheduled for Wednesday, June 4, 2025 at 4:00 pm. The document confirms the county's intent to contract directly with a dental insurance carrier, with proposals to include net premiums and a requirement that the carrier perform at least 80% of contracted services.
The addendum reveals key details about the county's benefits landscape, including approximately 4,000 benefit-eligible retirees based on CBIZ census data. The county is currently working with a benefits consultant and is open to proposals from brokers who meet mandatory criteria. The document allows flexibility in document submission, specifically permitting bidders to use a corporate resolution that can be attached to the county's form. The proposal remains focused on securing a dental plan that meets the county's specific requirements while allowing for potential marketing analyses from qualifying brokers.

Brevard County Group Dental Plan
P-1-25-18 May 21, 2025 Addendum 3
TO ALL PROSPECTIVE BIDDERS
This is Addendum 3 and shall be considered as part of the original proposal package for the above-mentioned bid. Please acknowledge receipt of Addendum 3 in the space provided on the Price Sheet.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Question: For this bid, are you already working with a consultant for Health and Benefits programs?
Response: Yes, we work with a benefits consultant.
2. Question: Are you looking to work directly with the dental insurance company or are brokerages allowed to submit a marketing analysis?
Response: The County’s intent is to contract directly with an insurance carrier, as the proposed premiums are to be net of commissions and the company is required to perform at least 80% of the contracted services. If the broker submitting the marketing analysis meets the mandatory criteria, then technically their proposal could be eligible for the County’s consideration.
3. Question: Can you confirm total number or employee and retirees that are benefit eligible?
Response: Based on the census data out of CBIZ, the County has approximately 4,000 benefit eligible retirees as of the date of this RFP.
4. Question: Can we provide our Corporate Resolution that we use for all clients in all applicable states so that we do not have to do individual client resolutions? We can attach ours to your form and state Please see the Attached Certificate of Resolution? Will this be acceptable?
Response: Yes, we are fine with the solution offered.
Please note that the proposal opening date and time remains Wednesday, June 4, 2025 @ 4:00 pm.
All other terms and conditions remain unchanged.
Sincerely, Sherry Collett Procurement Supervisor
