About this file

This document is an Addendum #3 to Bid Invitation 2892-24 issued by the State of New Hampshire Division of Procurement and Support Services, Bureau of Purchase and Property. The bid is for the supply and delivery of B-20 with B-5 Option Biodiesel Fuel. The addendum addresses several questions from bidders, including the state's testing procedures, potential waivers of requirements, and requests for sample delivery tickets and terminal bills of lading. The addendum also clarifies the pricing index to be used for non-winter and winter months, as well as modifies language around vendor liability for spills.

The bid requires the biodiesel fuel to meet specific cloud point requirements, which may necessitate blending in ultra-low sulfur kerosene. The state indicates it will perform independent testing if there are concerns about the fuel meeting specifications. Vendors are also requested to provide sample delivery documentation. The pricing for the fuel will be based on the OPIS rack pricing index, with LSN2P Ultra used for non-winter months and ULS2P WNT used for winter blend months.

Question 1:

The bid product requirements specify that the cloud point of the B20 blend meets or exceeds -5 degrees F from 12/2 to 3/31. This would require blending in Ultra Low Sulfur Kerosene. What testing does the state perform to ensure this specification is met?
