Addendum #3 to CRFQ for Cass Scenic Railroad State Park New Campground

This is Addendum #3 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Division of Natural Resources for construction of a new campground facility at Cass Scenic Railroad Resort State Parks. The project involves comprehensive campground improvements including construction of 100 campsites (with base bid covering sites 1-30 and 69-100), two bathhouses, a check-in station, utility infrastructure, grading, roadway improvements, and associated site work. The solicitation number is CRFQ 0310 DNR2300000001, Version 4. The original solicitation closing date has been extended to November 15, 2022, at 1:30 PM Eastern Time. The Q&A deadline has been extended to October 19, 2022, at 4:00 PM ET, with notification that no additional questions will be accepted after this date. The addendum publishes revised drawings dated September 22, 2022; revised specifications dated September 22, 2022; a geotechnical report dated January 3, 2022; and vendor questions and responses dated September 23, 2022. The Notice to Proceed start date is negotiable with the awarded bidder after the purchase order is received. The project includes two additive alternates: Additive Alternate No. 1 for construction of campsites 31-68 with utility extensions, and Additive Alternate No. 2 for demolition of five existing houses (removed from base bid).

Pricing information is to be submitted on a revised Exhibit A pricing page included in this addendum, with bidders providing both base bid and additive alternate pricing as lump-sum amounts. The contract specifies that there will be no fuel and asphalt price adjustments per WVDOH sections 109.9 and 109.10. The project requires compliance with West Virginia Division of Highways Standard Specifications for Roads and Bridges. Key clarifications addressed in the Q&A include specifications for asphalt paving (substantially removed from original contract with stone base to be placed instead), electrical service coordination with Mon Power (with contractors responsible for $10,000 in permanent service charges), water and sewer lateral locations, landscaping tree specifications, fire-rated door requirements (none required), and equipment specifications for mechanical systems. The geotechnical report and detailed specifications sections for fiber-cement siding, door hardware, glazing, acoustical ceilings, resilient flooring, slatwall panels, and countertops are included in this addendum to supplement the project manual.

Addendum No. 03

Vendor Questions:

Q.1. Most the asphalt on this project has a typical section of 7” of Base 2 and 5” of Wearing 1(2-2.5” lifts). Would the owner consider changing the section to 8” of Base 1(2-4” lifts) 2.5” Base 2 and 1.5” of Wearing. The owner still gets a 12” HMA section but the overall asphalt liquid content for that section would be reduced dramatically thus saving the owner money and the section would more represent what the WVDOH would use on new construction.

A. The majority of the asphalt paving has been removed and/or revised in this Addendum. Stone will be placed to bring the grade up to the designed elevation in order to pave in the future, as shown on the revised drawing.

Q.2. The owner is specifying WVDOH Specs but will there be Fuel and Asphalt adjustments as per section 109.9 and 109.10 WVDOH standard specifications?

A. No.

Q.3. Would the owner consider listing the asphalt units by the ton and bid unit prices? This is the fair and more economical way to receive a competitive bid. Or the owner could bid the Asphalt separately on a different PO when the time drew more closely to the other work being completed as stated in the Prebid it “could be the spring of 2024 until the asphalt work would be performed.

A.See Question No. 1 above.

Q.4. Since the paving is a large percentage of the project can it be offered as an alternate? This alone may ensure that the Park gets all of it desired infrastructure completed and could use the Campground on stone base and bid the paving at a later date?

A.See Question No. 1 above.

Q.5. The paving thickness as shown is very thick, is the thickness shown correct since there is no real speed involved with this campground and no heavy loads expected?

A.See Question No. 1 above.

Q.6. The Electrical Power will have to be applied for with Mon Power, will this be theOwnersresponsibility since the contractor does not own the property and will not be responsible for the payment?

A. The work orders for the project have already been assigned by Mon Power. They are indicated in Section 262100 – 2.01(B) in the project manual. The contractor will pay for the services, directly to Mon Power. Bidders are to carry an amount of $10,000 to cover the service charges by Mon Power for the two permanent electrical services. Any costs associated with temporary electrical services are to be coordinated with Mon Power and are the responsibility of the contractor.

Q.7. The water hook up for the campground sites is not shown on the plans, will a detailedlocation be sent or will the contractor pick the location of the water laterals and frost free hydrants?

A. A revised detail showing the proposed locations of the yard hydrants is included in this Addendum.

Q.8. Will valves for each water lateral be required for each camp site?

A.See the Detail on Sheet No. C041 for the typical installation.

Q.9. The various sewer laterals for the camp sites will the contractor pick the location foreach sewer lateral?

A. A revised detail showing the proposed locations of the sewer laterals, where applicable, is provided in this Addendum.

Q.10. The check in building will it also have water, sewer and LP gas?

A. The proposed check-in building has water and sewer service provided to the site as shown on the Drawings.

Q.11. Can you give us a height for the landscaping trees to be planted, are those 2’, 3’, 4’, 5’or 6’ trees?

Q.13. The campsite signs are those required to be wooden with a wooden post for each campsite?

A.Yes, these signs will be coordinated with the Park Superintendent.

26 and 29 without a description on C005. The lower curves towards the bottom of the loop don't have a label or any description. We have info up to C25, then nothing until it picks up again at C33. Is there some info missing from dwg C005? Maybe I'm just overlooking it.

A. This is addressed in this Addendum.

Q.101. On drawing A01, should the interior walls in bathhouse #1 actually be G3P instead of G3A for all the walls that are involved with the bathrooms? Also, are the dividing walls for the restrooms to be made of plywood on both sides and no gypsum? These are not labeled very well and some walls have no labeling at all.

A. Addressed in this addendum.

Q.102. Also, on same drawing, are we to assume all walls for bathhouse #2 are to replicate the walls shown for bathhouse #1?

A. Yes. Addressed in this addendum.
