About this file
This Addendum #3 document, issued by Rowan-Cabarrus Community College in Concord, North Carolina, provides clarifications and revisions to Invitation for Bid (IFB) #121-071426JVC for the South Campus Building S202 Ceiling Tile Replacement and Corridors Re-Painting project. The scope encompasses partial demolition and replacement of ceiling tiles and grids across three levels of the building, corridor re-painting in "Relaxed Khaki" SW6149 eggshell finish, and installation of new 2'x2' acoustical ceiling grids and tiles in designated areas. The addendum clarifies that specialty installations including sprinkler heads, fire alarm devices, security cameras, and sensors shall be cut in and reinstalled by the College's contractors, with ceiling tiles left adjacent to devices for final installation. Two add-alternate line items are designated: Third Floor Classrooms (Rooms 305 and 307) requiring replacement of existing 2'x4' ceiling grids with new 2'x2' grids while retaining projector and screen alignments, and First Floor Corridor Ceiling Renovation with sprinklers to be re-aligned by College-designated contractors. Sealed bids must be submitted via email to collegeenvironment@rccc.edu by 2:00 p.m. local time on Thursday, August 27, 2026, with public bid opening and reading via Zoom immediately thereafter. The bid opening will be streamed live via the provided Zoom link.
The addendum addresses twelve questions from prospective bidders regarding bonding requirements, contractor responsibilities, material specifications, and scope clarifications. Bid bonds equal to 5% of the bid amount are required; upon award, contractors must provide 100% performance and payment bonds per North Carolina General Statute 44A-26 and State Purchasing Office contract requirements, with bond riders required if change orders increase contract value. Contractors are responsible for removing and replacing electrical outlet and light switch covers during painting, protecting in-place items, and coordinating all site work with the College's Project Manager. Baseboards remain in place and are to be taped off for repainting with additional coats of the same color; any discovered damage must be promptly reported. Building S202 was completed in 1998 with no asbestos concerns. The preferred new ceiling tile is USG ClimaPlus "Frost" #414 per the College's Facility Design Manual specifications. Contractors must wear company identification and high-visibility vests at all times, obtain classroom usage schedules from the College to coordinate work with classroom occupancy, and access classrooms and offices only when accompanied by the Project Manager to maintain campus security protocols.

All trade contractor bidders are responsible for assuring that their subcontractors and vendors are properly apprised of the contents of this Addendum. All information contained in this Addendum supersedes and takes precedence over any conflicting information in the documents.
This Addendum serves to clarify, revise and supersede information in the original Notice to Bid posted July 14, 2026.
All bidders must acknowledge receipt of this Addendum in the space provided on the Bid Form for their bid package.
GENERAL INFORMATION
1. Bids shall be submitted via email only to collegeenvironment@rccc.edu until, but no later than 2:00 pm, local prevailing time, Thursday, August 27, 2026, and then publicly opened and read immediately thereafter via ZOOM.
Bidders are encouraged to view the bid opening in real time via the ZOOM. The invite follows.
2. Refer to the North Carolina Electronic Vendor Portal (eVP), as listed in original Invitation to Bid posting, for any additional Addenda and documentation issued prior to the bid opening.
CLARIFICATIONS
1. Specialty installations, including sprinkler heads, fire alarm devices, security cameras, and sensors, shall be cut in and reinstalled by the College's contractors. Ceiling tiles shall be included in the Base Bid and left adjacent to devices for final installation.
2. Third Floor Classrooms (Rooms 305 and 307, indicated in magenta) are designated as Add Alternate Line Items. Retain existing projector and screen alignments. Replace the existing 2'x4' ceiling grid with a new 2'x2' ceiling grid and ceiling tiles only.
3. First Floor Corridor Ceiling Renovation (in “pink” shade) added by the College as “Add Alternate” for Scope of
Work. Sprinklers to be re-aligned (by College designated contractor) with existing lighting at center of corridors.
4. The School Calendar is available online at https://www.rccc.edu/ for exam, holiday, and special event considerations.
5. The awarded Contractor will be provided with the Classroom Usage Schedule to coordinate work activities with classroom occupancy and renovation constraints, including barricades, signage, overhead work, and after-hours work.
6. All classrooms and offices remain secured and locked when not in use or when required for campus security purposes. Common areas, including corridors, may be accessed during normal College operating hours for field verification and dimensional measurements. Contractors shall coordinate all site visits with the Project Manager to obtain any necessary access and to maintain campus security protocols. Personnel visiting the site shall wear company identification and company-logo apparel and/or high-visibility work vests at all times.

RESPONSES TO QUESTIONS (in RED):
1. We understand that a 5% bid bond is required with the bid. Please confirm whether the successful General Contractor will also be required to provide 100% Performance and Payment Bonds upon award. If required, please also confirm whether this requirement applies regardless of the final contract amount.
RESPONSE: Yes, a 5% bid bond is required. Per N.C.G.S. § 44A-26 and SCO contract requirements, performance and payment bonds must remain equal to 100% of the construction contract amount. Therefore, if a change order increases the contract value, the contractor should provide a bond rider increasing the performance and payment bonds to reflect the revised contract amount.
2. Is the GC or the owner responsible for moving furniture where necessary?
RESPONSE: Contractors shall not move furniture or computer equipment and will coordinate with Project Manager, especially in classrooms with ceiling work. All items left in place should be protected.
3. Will the existing baseboard in the receiving new paint remain or be replaced?
RESPONSE: Baseboards will remain in place as installed with re-painting taped off for additional coat(s) of same color (“Relaxed Khaki” SW6149 - “Eggshell” Finish) as already on walls. Any damage discovered within the work area shall be promptly reported to the Project Manager.
4. Will the existing light switch covers, electrical outlet covers, and other devices on walls receiving new paint be removed or remain to be painted around? If they are to be removed, will the GC or the owner be responsible for that?
RESPONSE: The contractor is responsible for any lighting switch or electrical receptacle covers removal prior to painting and replacement when walls have dried. Any signage should also be left in place, taped-off, and painted around including, wayfinding, room ID, schedule panels and all signage in Elevator Lobby areas.
5. There are currently some electrical outlets in the ceiling onsite that might need to be removed for the new work, then reinstalled. Will that be the responsibility of the GC or the owner?
RESPONSE: Any specialty devices should be evaluated and re-worked by College contractors. This shall be coordinated with the ceiling grid and tiles work.
6. The 3/16"=1' scale given on the drawings seems to be incorrect and does not give accurate measurements. Can you please confirm or clarify.
RESPONSE: Marked drawings were for reference only with the Scope of Work identified by colorized areas.
“Grey or Black” notes and scale should be considered non-applicable. Refer to the attached marked-up original three (3) drawings for modifications and clarification of the indicated areas.
7. SOW specifies painting the walls in all corridors. We attended the pre bid, but so we can communicate clearly with subcontractors, can drawings be provided that highlight the areas that need to be painted? It is unclear if vestibules are going to be painted on AD201.
RESPONSE: See the original color-coded drawings, now designated as another Add Alternate for the First Floor Ceiling. Vestibule conditions are clarified by the colored areas shown on the attached drawings, and clouded notation: “No re-painting at [tall] Vestibules or Stair Towers (typical)”.
8. Quick clarification regarding the yellow areas: does the 2' x 2' ceiling grid scope require complete replacement of the existing grid system, including mains, cross tees, and wall angles, or is the intent to modify the existing 2' x 4' grid by adding cross tees?
RESPONSE: See Item #2 on Page 1 of this Addendum, Original Released drawings and attached mark-ups noting scope as “New 2x2 Grid and Tile”
9. Proof of no asbestos/when was the building built?
RESPONSE: Building S202 was completed in 1998.
10. Should any HVAC, electrical, or fire suppression work be necessary, will the owner be supplying these?
RESPONSE: See Clarifications #1 & 3 above re: Sprinklers and Specialty work by College.
11. Are the entrances being painted or just the corridors?
RESPONSE: Please refer to the drawings and scope of work, as well as Question Response #7 above.
12. Are the first-floor corridor ceiling tiles being added as an alternate?
RESPONSE: See Response #7 and refer to the drawings and scope of work.

Facility Design Manual
Issue: November 15, 2020 College Standards Page 3-21 Revised: February 1, 2024
Level 3 This gypsum board finish is typically specified in appearance areas that will receive heavy or medium texture finishes before final painting or in areas where heavy-duty commercial-grade wallcoverings will be applied as the final decoration. Level 3 is not recommended for smooth wall designs or applications where light textures; non-continuous textures or lightweight wallcoverings will be applied. After wiping joints with a joint knife, leaving a thin layer of compound over all joints and interior angles, add a separate coat of joint compound over all joints and interior angles.
Cover fastener heads and accessories with two layers of joint compound.
Make sure the surface is smooth and free of tool marks.
Level 4 Finish Level 4 is typically specified in appearance areas where smooth wall designs are going to be decorated with flat paints, light textures or non-continuous textures or where wallcoverings will be applied. This level of finish is not recommended in spaces where non-flat or dark/deep-tone paints are going to be applied. As in previous levels, all joints and interior angles have tape embedded in the joint compound. After wiping joints with a joint knife, leaving a thin layer of compound over all joints, add two coats of joint compound over all flat joints. After wiping interior angles with a joint knife, leaving a thin layer of compound, add one separate coat of joint compound over interior angles. Cover fastener heads and accessories with three layers of joint compound. Make sure the surface is smooth and free of tool marks. If finishing glass mat or fiber-reinforced gypsum panels, check with the manufacturer for finishing recommendations.
Level 5 Gypsum board finishing Level 5 is typically specified in appearance areas where smooth wall designs are decorated with non-flat paints, glossy or decorative finishes, or dark/deep-tone paints or where critical lighting conditions occur. Level 5 provides a uniform surface and minimizes the possibility of joint photographing and/or fasteners showing through the final decoration. In Level 5, all joints and interior angles have tape embedded in the joint compound. All joints are then wiped with a joint knife, leaving a thin layer of compound over all joints and interior angles. Add two coats of joint compound over all flat joints. Add one coat of joint compound over interior angles. Cover fastener heads and accessories with three coats of joint compound. Apply a skim coat of joint compound or material manufactured for this purpose to the entire surface. Make sure the surface is smooth and free of tool marks.
