About this file
This is Addendum #2 to Request for Proposal DES 2025-15 issued by the New Hampshire Department of Environmental Services for paving services at three locations in Franklin, NH: River Street Extension, the WRBP River Street Pump Station, and the WRBP Wastewater Treatment Facility Compound. The addendum clarifies critical specifications for the proposed work, including that all pavement depths referenced in the RFP are compacted depths rather than loose depths. The submission deadline remains 3:00 PM on Friday, March 21, 2025. Key clarifications include requirements to shim the entire River Street Extension road with an average of 1 inch compacted asphalt (estimated at 120 tons, with contractors responsible for actual quantities needed), cold plane specific areas where asphalt shims cannot adequately prepare surfaces for overlay, and trim all areas abutting walkways, side streets, or concrete. Stormwater catch basins require adjustment using mortar and bricks if elevation changes exceed 2 inches or if existing brick has deteriorated, and all manholes may receive metal grade ring inserts.
The addendum emphasizes that responding contractors must acknowledge receipt of all addenda in their proposals and verify completion of their review by checking the New Hampshire Department of Administrative Services bidding website at https://apps.das.nh.gov/bidscontracts/bids.aspx. These specifications supersede or clarify language in the original RFP and are essential for contractors to develop accurate cost proposals and ensure compliance with the solicitation requirements.

Addendum #2 to RFP DES 2025-15 Paving River Street Extension, the WRBP River Street Pump Station, and WRBP Wastewater Treatment Facility (WWTF) Compound in Franklin, NH
Date: 3/17/2025
1. The due date for responses is unchanged. It remains 3 pm on Friday 3/21/25.
2. All depths of pavement mentioned, in three areas, are to be compacted depths, NOT LOOSE DEPTHS.
3. River Street Extension – RFP states: “shim old pavement areas with an average of (1”)”. Should read and be included in bid proposal: ‘Shim entire road with an average of 1” compacted’.
4. All stormwater catch basins to be adjusted with mortar, bricks if necessary, if an excessive elevation change is needed (over 2 ½” inches) or existing brick has deteriorated.
5. All manholes can receive metal grade ring inserts.
6. RFP states “Shim, grind, trim existing pavement areas, where needed”. Please provide asphalt shim for existing areas (estimated at 120 tons but contractor is responsible for more or less amounts to complete the scope of work). Grind does not refer to reclaiming; grind refers to cold planing areas that an asphalt shim cannot prepare surface properly for an asphalt overlay. Trim all areas that abut a walkway, side street, or concrete.
It is the responsibility of proposing firms to check for addenda on the state’s website for this RFP located at https://apps.das.nh.gov/bidscontracts/bids.aspx and acknowledge their receipt in their proposal response.
