About this file

Addendum #2 to RFP DES 2025-15 is issued by the New Hampshire Department of Environmental Services (NHDES) Winnipesaukee River Basin Program (WRBP) for a paving project in Franklin, NH. The addendum clarifies and modifies several aspects of the original Request for Proposals, including confirming the response due date of 3 pm on Friday, March 21, 2025. Key modifications include specifying that all pavement depths are to be compacted, not loose, expanding the shimming requirement to the entire River Street Extension road, and providing guidance on adjusting stormwater catch basins and manholes. The addendum also clarifies the scope of work for asphalt shimming and grinding, estimating 120 tons of asphalt shim but placing the responsibility on the contractor to provide the necessary amount to complete the project.

The addendum emphasizes the importance of proposing firms checking the state's website for any additional addenda and acknowledging their receipt in the proposal response. No specific pricing details, set-asides, or funding sources are mentioned in this document. The addendum serves to provide additional clarity and guidance to potential bidders on the technical specifications and expectations for the paving project at the River Street Extension, WRBP River Street Pump Station, and WWTF Compound.

Addendum #2 to RFP DES 2025-15 Paving River Street Extension, the WRBP River Street Pump Station, and WRBP Wastewater Treatment Facility (WWTF) Compound in Franklin, NH

Date: 3/17/2025

1. The due date for responses is unchanged. It remains 3 pm on Friday 3/21/25.

2. All depths of pavement mentioned, in three areas, are to be compacted depths, NOT LOOSE DEPTHS.

3. River Street Extension – RFP states: “shim old pavement areas with an average of (1”)”. Should read and be included in bid proposal: ‘Shim entire road with an average of 1” compacted’.

4. All stormwater catch basins to be adjusted with mortar, bricks if necessary, if an excessive elevation change is needed (over 2 ½” inches) or existing brick has deteriorated.

5. All manholes can receive metal grade ring inserts.

6. RFP states “Shim, grind, trim existing pavement areas, where needed”. Please provide asphalt shim for existing areas (estimated at 120 tons but contractor is responsible for more or less amounts to complete the scope of work). Grind does not refer to reclaiming; grind refers to cold planing areas that an asphalt shim cannot prepare surface properly for an asphalt overlay. Trim all areas that abut a walkway, side street, or concrete.

It is the responsibility of proposing firms to check for addenda on the state’s website for this RFP located at https://apps.das.nh.gov/bidscontracts/bids.aspx and acknowledge their receipt in their proposal response.
