About this file

Addendum #1 to RFP DES 2025-15 is issued by the New Hampshire Department of Environmental Services (NHDES) Winnipesaukee River Basin Program (WRBP), modifying the original solicitation for paving services in Franklin, NH. The addendum updates the response due date to 3 pm on Friday, March 21, 2025, and expands the scope of work to include shimming of all pavement areas at River Street Extension, River Street Pump Station, and the Wastewater Treatment Facility (WWTF) compound. The document introduces a contingency mechanism for asphalt cement price adjustments, with a base price of $580.00 per ton and a not-to-exceed contingency of $75,000.

The pricing adjustment will be calculated using monthly prices from the New Hampshire Department of Transportation, with changes triggered when the monthly asphalt cement price differs from the base bid price. The contract will be awarded based on lump sum costs plus the contingency amount, as detailed in Exhibit C Rev-1. Proposing firms are required to check for addenda on the state's website and acknowledge their receipt in their proposal response. The contingency shall only be used if pre-approved by WRBP and documented tons of asphalt cement adjustment occur between proposal submission and project completion, with the contractor to be paid within 30 days of invoice submission and satisfactory work completion.
