About this file

This document is a Request for Information (RFI) Addendum #2 issued by the School Board of Volusia County, Florida, for Fire Alarm and Security Monitoring Software (Solicitation RFI-2025-1021). The addendum, dated April 9, 2025, provides responses to fourteen vendor questions regarding the district's requirements for a comprehensive security monitoring software solution. The RFI seeks a system that can integrate with existing technologies including Meraki video systems, Schlage door locks, and DMP alarm systems, with responses due on April 18, 2025, by 2:00 P.M. EST. The software is intended to enhance safety and security across the district's multiple educational facilities by providing centralized monitoring, real-time incident tracking, and emergency communication capabilities.

The current environment includes multiple fire alarm system manufacturers (Notifier, EST, and Silent Knight), with DMP currently used for monitoring and Microkey as the existing central station software. The district plans to migrate the current database to a new system and is seeking a solution that can integrate various security components, including fire alarms, surveillance, access control, and emergency communication tools. The district will provide servers and workstations meeting minimum specifications and currently employs at least one dispatcher and one supervisor per shift. While no specific budget is mentioned, the software must support a comprehensive security infrastructure for a large school district serving over 61,400 students and 7,750 employees, with an emphasis on creating a safer and more secure environment through advanced technological integration.

This software integrates various security systems, including fire alarms, surveillance cameras, access control, and emergency communication tools, into a centralized platform. By doing so, it allows for real-time monitoring and quick response to incidents, ensuring that any potential threats or emergencies are promptly addressed. Additionally, the software can automate alerts and notifications to relevant personnel, streamline evacuation procedures, and provide detailed reports for post-incident analysis. Overall, its intended use is to create a safer and more secure environment, minimizing risks and improving the overall safety management within the school district.

12. Questions:

What manufacturer and model is planned upon?

Answer: No change as it relates to the current DMP system.

Are you planning on redundancy for the Alarm Receiver as this is a critical system of a Central Station?

Answer: We have two DMP SCS-1R

13. Question: The DMP XR 550 mentions no standard for communication to Central Station, what is intended to be provided/equipped at panel level and for programming the Central Station?

Answer: The standard for communication to Central Station is dependent upon the manufacturer.

14. Question: Our company is reviewing solutions for the RFI request. We understand that the intrusion panels are primarily DMP. Could you clarify the status of the Fire Alarm systems? Are they also DMP, or are there existing systems from other manufacturers? Additionally, will this bid include the installation of new Fire Alarm systems that must be compatible with the new software?

Answer: Currently DMP is only used for Monitoring. Our installed Fire Alarm systems include Notifier, EST, and Silent Knight. Fire Alarm system replacement Is not included with this. Systems are routinely upgraded when needed.
