About this file

This is Addendum 2 to a competitive solicitation issued by Hillsborough County Public Schools (HCPS) for waterproofing services under RFP 26284-MST. The solicitation seeks qualified contractors to identify sources of water intrusion, perform building envelope repairs, and complete surface preparation and application work in compliance with the Florida Building Code, Florida Statutes, OSHA regulations, ASTM standards, manufacturer recommendations, SMACNA standards, and HCPS Facilities Maintenance Department requirements. The original proposal deadline is August 17, 2026 at 5:00 PM EST, with a mandatory pre-proposal meeting held on July 28, 2026 at 7:30 AM EST. The question submission deadline was August 3, 2026 at 5:00 PM EST. Proposals will be evaluated based on qualifications and experience (30%), specifications and scope of work (25%), cost and best value (35%), and utilization of HCPS-registered small business enterprises (10%). Contractors must provide three business references from the previous three years and submit proposals in Microsoft Excel, Adobe PDF, or ZIP format.

Addendum 2 clarifies several key requirements and resolves conflicts in the original solicitation documents. Purchase orders will be issued via email rather than exclusively through US Mail or Fax. All vendors must submit an updated vendor registration form and W-9, and the warranty period is confirmed as five years per Section 5.4.17. Business references should be completed and submitted with the proposal. Critically, the addendum resolves a conflict by clarifying that no subcontractors are allowed for this solicitation. Pricing must be FOB Destination and include standard labor rates (Monday-Friday 6:00 AM to 6:00 PM), non-standard labor rates (Monday-Friday 6:01 PM to 5:59 AM), and rental equipment markup not exceeding 15% above actual cost. Contractors must maintain E-Verify compliance, obtain Level II fingerprinting and background screening under the Jessica Lunsford Act if working with students, provide workers' compensation insurance evidence, and comply with vendor anti-human-trafficking certification and foreign ownership restrictions under Florida Statutes Section 287.138. Invoice payment terms are Net 45 days from delivery or receipt of satisfactory invoice, with warranty requests requiring response within 24 hours.
