About this file

This is Addendum No. 2 to Invitation to Bid (RFB-58-19) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, dated September 10, 2018. The addendum pertains to a chiller pre-purchase for the DOCJT Law Enforcement Training Center in Richmond, Kentucky. The addendum contains five binding modifications to the original bid specifications and requirements that bidders must incorporate into their proposals. These modifications address technical specifications including service task documentation requirements, physical dimensions, harmonic distortion standards, evaporator configuration, and chiller room layout connection specifications. All changes outlined in the addendum become binding upon the contract to be issued in response to this invitation to bid.

The key technical revisions include clarification that service task information, frequency, downtime estimates, and technician hours shall be submitted as preliminary manufacturer's data but are for informational purposes only and not included in the purchase price or life-cycle cost calculations. The maximum chiller height specification is revised to 6'-10" without disassembly. Harmonic distortion requirements are modified to require input filtering based on manufacturer analysis to comply with IEEE 519 recommendations rather than the original IEEE-54-2014 standard. The evaporator configuration is changed from a 3-pass to a 2-pass design, and condenser and evaporator water connections are repositioned to opposite sides with specified outlet configurations.
