About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Illinois Tollway for a Case Management and Workflow Application. The Tollway's Office of the Inspector General (OIG) intends to enhance its case management methodology with a comprehensive solution. The RFP outlines details regarding the bid opening, questions and answers from vendors, and changes to the original solicitation. Key details include an anticipated user count of 8 personnel, required third-party system integrations, flexibility on project timelines, and a mandatory 100% performance bond. The Tollway prefers a cloud-based solution but will consider on-premises options, and anticipates approximately 1,000 matters/cases to be migrated into the new system.
Regarding pricing, the Tollway indicates that it does not have a specific budget allocated for this project, and the award will be made to the responsive and responsible offeror whose offer best meets the specified criteria. The Tollway is open to suggestions for standard OCR requirements for data migration and expects approximately 100 GB of storage per year for the new system. A 6% Minority Business Enterprise (MBE) goal is required, and the Tollway has not consulted with any potential vendors prior to the release of this RFP.

Based on this definition, how many Named Users does the agency anticipate having on its new system? Section D.1.1 indicates that there are currently 5 personnel that work on cases with an authorized count of 8, should vendors assume that the user count for access to the system would be 8?
Answer: Currently the Tollway has five (5) personnel that would require access. Vendors should assume that the user count for access to the system would be eight (8).

Answer: Listed below are the third-party applications and their purpose. Each interface shall be one-way.

2) Velocity: building access
3) e-Builder: Contract Management
4) Teammate: Internal Audit
5) SAP ERP: Procurement, Payment
6) Formstack.com: used for online complaint submission.
3. Question: After the new system is implemented, what growth and need for enhancements does the agency anticipate with respect to the number of users, programs, and/or processes?
Answer: It is anticipated that users may increase by 2 to 4 personnel within the next two years. Enhancements are not projected assuming that the application meets the requirements set forth in the solicitation. The proposed application should include 10 licenses and a price for these individual licenses. Please note this price in Pricing Schedule as parts of Options.
4. Question: Can you elaborate on the agency's preferences regarding hosting with the vendor?
Answer: The Tollway prefers a cloud-based solution, however, the requirements set forth in the RFP must be met, especially those related to security. The Tollway will consider on-premises solutions as well.
5. Question: What is the budget for this project? If all cost proposals come in above a certain amount, would this RFP be cancelled? What is that amount? Did the legislature allocate any funds specifically for this project? If so, what is the amount allocated, and when does it need to be used?
Answer: As stated in the opening paragraph on page 1 of the RFP, “Tollway funds are not appropriated by the Illinois General Assembly. “ Additionally, as listed in Section A.19 of the RFP, “The State is not obligated to award a contract pursuant to this solicitation. If the State issues an award, the award will be made to the responsive and responsible offeror whose offer best meets the specified criteria unless otherwise permitted by the Illinois Procurement Code and Illinois Administrative Code. However, if the State does not consider the price to be fair and reasonable and negotiations fail to meet an acceptable price, then the State reserves the right to cancel the award and take appropriate action to meet the needs of the State. The State will determine whether the price is fair and reasonable by considering the offer, including the offeror's qualifications, the offeror's reputation, all prices submitted, other known prices, the project budget and other relevant factors.”
6. Question: The bid page contains the following statement: “The work to be done under this contract shall be started on or about September 2, 2021. All work under this contract shall be completed by December 17, 2021.” Is there any flexibility on this anticipated go-live date or is this a mandatory requirement?
Answer: The Tollway has flexibility with the start and completion dates. The Illinois Tollway expects that the project to be completed with high standards and in a timely fashion within a three to four month time frame.
7. Question: The RFP indicates that a performance bond of 100% of the contract value may be required. Can the Tollway please confirm if this is a mandatory requirement?
Answer: Per section A.11, a performance bond is required for 100% of the contract value. The bond must be from a surety licensed to do business in Illinois. An irrevocable letter of credit is an acceptable substitute. The form of security must be acceptable to the State.
8. Question: When is the red-lining being performed? Is it done on the forms created from the various swim lanes?
Answer: The editing (red-lining) is performed in all narrative documents – intakes, investigative reports, case action reports, referrals, summary reports of investigation management advisory reports until they become final. The Tollway would prefer editing (red-lining) on the Microsoft Word documents created in the various swim lanes. The Tollway wants the documents to be protected when the document is approved/signed.
9. Question: What if an Offeror cannot meet some of these accessibility standards noted in section A.27. -ILLINOIS TECHNOLOGY ACCESSIBILITY ACT STANDARDS?

On average, what is the typical size of a standard digital video file (if stored in the vendors product)?
