Addendum 2 to Invitation for Bid IFB-26-001-HG

This is Addendum 2 to the Invitation for Bid (IFB) issued by the City of Leesburg, Florida, for the U.S. Highway 27 Utility (Sewer/Water) Turnpike Relocation Project. The addendum, dated October 24, 2025, and issued by Procurement Manager Hosea Goodwyn, provides clarifications and modifications to the original bid documents in response to 27 Requests for Information (RFIs) submitted by interested bidders. The project involves the relocation of 1,000 linear feet of existing 12-inch water line and 8-inch sewer line, replacing them with 14-inch HDPE water line and 14-inch HDPE force main, including directional boring under the Florida Turnpike along U.S. Highway 27. The revised Itemized Price Schedule (Attachment C), dated October 22, 2025, establishes 18 pay items for the project, including mobilization/demobilization, maintenance of traffic, construction staking, density testing, pressure testing, erosion control, trench safety, pipe supply (12-inch C900 PVC and 14-inch HDPE), valves and fittings, air release valve vaults, connections to existing utilities, and grout fill operations. Bidders must acknowledge receipt of Addendum 2 on the Proposal Bid Form; submission of a bid constitutes acknowledgment of receipt.

Key clarifications include confirmation that there are no minority business enterprise requirements, no Davis-Bacon wage requirements (federal funding is not included), and no full-time Resident Project Representative staffing anticipated by the City. The contractor shall supply an English-speaking representative available on-site or by cell phone during all work hours, with part-time construction observation by the City. No accurate flow calculations are available at the project site. Grout fill material for abandoned piping shall comply with FDOT Standard Specification Section 121 "Flowable Fill," and all Air Release Valves (ARVs) shall be installed in accordance with City Standard Details S-13 and W-14. The contractor is responsible for selective clearing and grubbing (trees with stems larger than 4 inches must be cleared at least 8 feet from pipeline locations) and restoration of the southern driveway to equal or better condition. Performance and Payment Bonds are required at 110 percent of the contract amount with a 24-month maintenance period. The contractor shall supply minimum two vacuum trucks for force main cut-in operations and must obtain FDOT approval for all utility tie-in procedures. Three FDOT permits have been issued: 2024-H-853-00162 for potable water, 2024-H-853-00143 for sanitary force main, and 2024-H-853-00163 for natural gas, with work permitted until October 31, 2025. All work shall comply with FDOT Standard Specifications and Standard Plans, and the contractor must maintain trench safety per OSHA and Florida regulations.

2024-H-853-00162 Potable Water 2024-H-853-00143 Sanitary Force Main 2024-H-853-00163 Natural Gas

Q15. Will the City be updating the SOV as discussed in the Pre-Bid?

A15. See attached Revised Itemized Price Schedule dated October 22, 2025.

Q16. Who owns the driveway on the South side of US-27? If other than the City, has the City engaged with the property owner for access/coordination of work behind vehicle gate on/along

(See bid IFB-26-002-HG) the access road?

A16. All work is within the FDOT right-of-way, including the southern driveway is within FDOT right-of-way.

Q17. Are there any special work conditions? (work hour limits, sequencing, lane restrictions) A17. Refer to response to Q27 regarding sequencing. Refer to FDOT permits listed in response to Q14 regarding work hours and lane closure restrictions.

Q18. Are laydown or staging areas available within City-Owned parcels or must the Contractor secure them independently?

A18. Contractor shall supply staging areas.

Q19. Are there any environmentally sensitive areas (wetlands or tree zones) along the alignment requiring special protection?

A19. No wetlands within the area of work.

Q20. Will the engineer provide approved standard erosion control details or should the Contractor design and submit a site-specific plan?

A20. No erosion control plan has been provided.

Q21. The profile and plan views indicate the ARVs may be installed above ground, while the detail drawing shows an in-ground vault installation. Please confirm the intended installation method for the ARVs to ensure compliance with design intent.

A21. All ARV’s shall be installed in accordance with City Standard Details S-13 and W-14.

Q22. The pipe is routed through a driveway on an existing property that is currently listed for sale. Based on recent Google Earth imagery, it appears this site has been in a dilapidated condition for some time. Is the contractor required to repave these driveways on the for-sale parcel?

A22. Restore southern driveway to equal or better condition upon completion of construction.

Q23. Since there will be tree clearing needed on the west side of the project, will it be the responsibility of the gas contractor or water / sewer contractor? Additionally, can limits of clearing and a pay item for clearing be added?

A23. Selective clearing and grubbing shall be the responsibility of the water / sewer contractor.

Cost for such shall be included as ancillary cost to the linear footage price of the pipe or may be included as a component of the Mobilization / Demobilization line item. No stems larger than 4-inches shall remain closer than 8ft from the City’s pipelines.

Q24. Please verify Performance and Payment Bond amount and maintenance period required.

City specifications are conflicting with engineering specifications.

A24. Where conflict exists, the more conservative (in favor of the City) shall prevail: Payment & Performance Bond at 110% of contract amount, and maintenance period of 24-months.

Q25. Since there are significant cost differences between force main and water main material, can the force main and water main open cut pipe, fittings and valves pay items be segregated by type (i.e. FM valves or WM valves)?

A25. See attached Revised Itemized Price Schedule dated October 22, 2025.

Q26. The profile and plan views indicate the ARVs may be installed above ground, while the detail drawing shows an in-ground vault installation. Please confirm the intended installation method for the ARVs to ensure compliance with design intent.

A26. Refer to Q21.

Q27. Does the city have a Bypass plan for this project?

A27. The basis of design assumes Contractor will isolate the section of water and sewer mains in order to cut-in fittings needed to connect to the new mains, following their clearance for use by FDEP. It is anticipated that no customers will be out of service during the cut-in of the new water main due to separate feed sources. During force main cut-in, the contractor shall supply a minimum 2 vacuum trucks to draw sewage from the isolated force main and from upstream (southern) wet wells, hauling and decanting the liquid into City-owned manholes or wet wells downstream (north) of the project area. Contractor shall submit a detailed plan prior to each utility tie-in for City approval. City shall not unreasonably withhold approval for Contractor’s proposed method.
