About this file

This Addendum No. 1 issued by the City of Leesburg, Florida, Procurement Manager Hosea Goodwyn, dated October 17, 2025, modifies the Invitation for Bid (IFB) for the U.S. Highway 27 Utility (Sewer/Water) Turnpike Relocation Project (Bid No. 25-001-HG). The project involves the replacement of 1,000 linear feet of existing 12-inch water line and 8-inch sewer line with 14-inch HDPE water line and 14-inch HDPE sewer line, including boring under the Florida Turnpike along U.S. Highway 27. The City requires a qualified Florida-licensed Certified General Contractor (CGC) to provide all necessary labor, equipment, tools, materials, supplies, and incidentals. Construction shall be completed within 90 days from Notice to Proceed to Substantial Completion, with an additional 30 days allowed for Final Completion. All interested bidders must acknowledge receipt of this addendum on their Proposal Bid Form, and if a bid form has already been submitted, bidders should revise their electronic submission to include this addendum.

The combined Engineer's Estimate of Probable Construction Costs for this project is $1,326,000, comprised of $503,000 for Potable Water, $500,000 for Sanitary Sewer, and $323,000 for Natural Gas. However, the Natural Gas component is excluded from Bid No. 25-001-HG and is being advertised separately under Bid No. 26-002-HG, while the Water and Sewer components are excluded from that concurrent solicitation. This project is not federally funded, and therefore does not include requirements for domestically produced materials such as AIS, BABA, or Buy America provisions. Bidders must submit responses acknowledging receipt of this addendum as part of their bid submission.
