About this file

This is Addendum #02 to Bid Invitation #61-25 issued by the New Hampshire Division of Procurement and Support Services Bureau of Purchase and Property for a Wheel Loader Backhoe. The bid closing date is December 30, 2024, at 11:00 AM. The addendum addresses three technical questions regarding the specifications of the wheel loader backhoe, specifically concerning battery capacity, backhoe bucket size, and loader reach specifications.

The addendum clarifies that a dual battery configuration totaling 1700 CCA is acceptable in lieu of the originally specified 1900 CCA single battery requirement. Regarding the backhoe bucket capacity, while concerns were raised about the 1 cubic yard specification being too large for the machine size, the state maintains that bids must meet or exceed specifications. The state also upheld specification 24.1.8 regarding the loader's 9-foot reach requirement, clarifying that this specification pertains to the loader portion of the equipment, not the backhoe component.

ADDENDUM # 02 TO BID INVITATION# 61-25

DATE AND TIME OF BID CLOSING: 12/30/2024 11:00 AM

FOR: Wheel Loader Backhoe

Question #26: 24.1.4 Electrical, Item 24.1.4.2-There already was a question asked about this that is contained in Addendum #01. The answer was that the battery needs to meet the specifications as listed in this item.

There is not a battery made that will fit into a loader backhoe with 1900 CCA’s. Our largest battery for a Backhoe this size is 850CCA’s, as on option we can have the machine built with 2 batteries which would equal 1700 CCA’s, will this be acceptable?

State Response: Must meet or exceed specifications. Yes, this is acceptable.

Question #26: 24.1.7 Backhoe, Item 24.1.7.1.3-There already was a question asked about this that is contained in Addendum #01. The answer was as long as it meets the specifications as listed in this item.

I would not recommend a backhoe bucket on this size machine in the 1 cubic yard capacity. The machine will struggle digging with this big of a bucket and will be very unstable when extended out. Typically, a machine this size has a backhoe bucket in the 6-7 cubic foot range. Can this item be changed?

State Response: A vendors bid submission must meet or exceed the specifications. If your bid exceeds the minimum spec.

then that is acceptable.

Question #26: 24.1.8 Loader, Item 24.1.8.4- There is not a Backhoe made that has a reach at max dump height of 9 Ft. Typically, a machine this size has a reach at max dump height of 2’9”. Can this item be changed?

The reach, that item is not up, it’s out. You have the up as 9’ and the out as 9’. Backhoe Booms can’t reach out 9’ in front of the machines.

State Response: This cannot be changed. Spec number 24.1.8 is for the loader not the backhoe.
