About this file

This is Addendum #1 to Bid Invitation #61-25 issued by the State of New Hampshire, Division of Procurement and Support Services, for the procurement of one 2025 Wheel Loader Backhoe for the Department of Natural and Cultural Resources. The addendum addresses 25 questions submitted by potential bidders regarding equipment specifications and features, with the state providing clarification on mandatory versus optional specifications. The bid closing deadline is December 30, 2024, at 11:00 AM Eastern Time. Key specifications confirmed in the addendum include a mandatory 4-wheel drive configuration and battery requirements per paragraph 24, 24.1.4.2. For features not explicitly required in the original bid specifications—including front axle drive type, differential lock, parking brake functionality, front loader coupler size, backhoe bucket dimensions, auxiliary hydraulics flow options, exterior mirrors, drive shaft guards, bumpers, license plate brackets, cab doors, digital diagnostics, backhoe control selection valves, and engine block heaters—vendors are permitted to include these features at their discretion in their proposals.

The addendum clarifies that the transmission specification in paragraph 24.1.3.3 remains unchanged and does not require a clutchless transmission; vendors may propose manual synchro-shuttle transmissions with synchronizers or alternative transmission types. All specifications regarding front loader hydraulic couplers, pallet forks, and backhoe buckets must meet the requirements outlined in paragraph 24 of the original bid specifications. Vendors are required to acknowledge receipt of this addendum by signing and submitting it with their bid proposal. All changes noted in this addendum supersede previously submitted documents. Interested vendors should reference the complete bid solicitation and all addendums available on the New Hampshire Department of Administrative Services purchasing website.
