About this file
This is Addendum #2 to Bid Invitation 30-27 issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for drone equipment requested by the State Police Special Equipment Unit. The solicitation specifies two Autel Robotics EVO MAX 4T XE Bundles, two Autel Battery packs (2PK), two Autel Robotics EVO MAX speaker and spotlight models, six Autel Robotics EVO Max batteries, and two Autel Robotics EVO MAX multi-chargers. All products must be new, current model year equipment with manufacturer specifications and materials safety data sheets provided at delivery. Bids are due September 8, 2026 at 11:00 a.m. Eastern Time, with questions due by September 3, 2026. Delivery must occur within 60 days of purchase order receipt to the State Police Special Equipment Unit in Concord. This is a one-time order with no contract renewal options. Public bid opening will be conducted online via Microsoft Teams and Webex videoconference.
Bid pricing must remain firm for the entire contract period in US dollars and include all delivery costs on an F.O.B. Destination basis, with no surcharges, fuel charges, or special fees permitted. Bids are firm offers valid for 180 days from the bid due date. The State anticipates issuing a purchase order prior to September 23, 2026, and clarifies that once a bid is closed, pricing may not increase; accordingly, bidders should base their pricing on currently available promotional pricing from manufacturers if applicable. The successful vendor must provide a warranty covering 100 percent of parts, shipping, labor, travel, and expenses for a minimum of one year or the manufacturer's standard warranty period, whichever is greater. Payment will be made via ACH transfer within 30 days of invoice receipt or item acceptance, whichever is later. The State reserves the right to reject any or all bids and to award by individual item.

CONCORD, NEW HAMPSHIRE 03301-6398
Date of Change: September 3, 2026
ADDENDUM # 02 TO BID INVITATION 30-27
DATE AND TIME OF BID CLOSING: 9/8/2026 11:00 AM
FOR: Drones
Question 1:
Section 26.2 specifies the Autel Robotics EVO MAX 4T XE Bundle. The manufacturer is currently offering promotional pricing through September 30, 2026, which includes additional batteries and a multi-charger at a substantially reduced cost. However, the promotional pricing requires receipt of a purchase order no later than September 23, 2026, and the solicitation does not identify an anticipated award date. Should bidders base their pricing on the currently available promotional pricing, or should they submit pricing based on the manufacturer's standard pricing in the event an award and purchase order are issued after the promotional period expires?
State Response:
The State anticipates a PO being issued prior to 9/23/26.
Question 2:
Potential tariff changes associated with Presidential Executive Order # Section 232, covering imported UAS and specified UAS components, may impact the cost of drones and related equipment after September 3, 2026. In the event tariffs are implemented or increased after bid submission but prior to award or purchase order issuance, does the State have a preferred method for bidders to address potential tariff-related cost increases within their bid response?
State Response:
Once a bid is close pricing may not increase.
Per RFB Paragraph 5 BID DUE DATE: Section 5.2
5.2 All bid submissions shall be treated as firm offers to remain valid for acceptance for a period of one hundred eighty
(180) days from the bid due date. The transmittal of a vendor’s response or bid submission to any State agency or office other than the Department of Administrative Services (DAS), Bureau of Purchase and Property may be grounds for disqualification.
