About this file
This addendum to Bid Invitation 30-27 is issued by the New Hampshire Division of Procurement and Support Services on behalf of the State Police Special Equipment Unit regarding a drone procurement. The bid closing date is September 8, 2026 at 11:00 a.m. Eastern Time. The solicitation requests two Autel Robotics EVO MAX 4T-XE bundles, two Autel battery packs (2-pack), two Autel speaker and spotlight units, six Autel batteries, and two Autel multi-chargers. All products must be new, current model year equipment with manufacturer specifications and materials safety data sheets provided at delivery. Delivery must occur within 60 days of purchase order receipt to the New Hampshire Department of Safety in Concord. Questions were due September 3, 2026, and public bid opening is conducted online via Microsoft Teams and Webex videoconference.
The addendum clarifies that the State will not amend specifications to performance-based or manufacturer-neutral language despite bidder inquiries requesting such modifications. The State maintains the requirement for Autel-specific equipment—including the integrated single-gimbal quad-sensor payload, combined speaker/spotlight unit, and Autel EVO MAX batteries and charger—to ensure compatibility with the Division's existing Autel UAS platforms, maintain operational workflows, and minimize additional training and maintenance requirements. Bid pricing must remain firm for the entire contract period in U.S. dollars and include all delivery costs on an F.O.B. Destination basis with no surcharges or fuel charges permitted. The successful vendor must provide warranty coverage of 100 percent of parts, shipping, labor, travel, and expenses for a minimum of one year or the manufacturer's standard warranty, whichever is greater. Payment will be made via ACH transfer within 30 days of invoice receipt or item acceptance, whichever is later.

ADDENDUM # 01 TO BID INVITATION 30-27
DATE AND TIME OF BID CLOSING: 9/8/2026 11:00 AM
FOR: Drones
Question 1:
Section 26.2 specifies an integrated single-gimbal quad-sensor payload (zoom/wide/thermal/laser rangefinder) manufactured by Autel Robotics. Will the State amend this to a performance-based specification — multi-sensor payload capability meeting stated resolution/zoom/thermal thresholds, deliverable via single or modular payload architecture — to allow additional NDAA-compliant/Blue UAS-cleared manufacturers to submit compliant bids?"
State Response:
The State will not amend Section 26.2 to a performance-based or manufacturer-neutral specification. The Autel EVO Max 4T- XE was selected based on the operational needs of the Division of State Police, as well as its capabilities, reliability, interoperability, and cost. Since the Division already operates Autel UAS platforms, staying with this platform will allow us to maintain compatibility with our existing equipment, software, accessories, and operational workflows while also minimizing additional training, logistical, and maintenance requirements. Therefore, the specification will remain as written.
Question 2:
Section 26.2 lists a combined 'speaker/spotlight unit.' Will the State accept separately sourced audio-broadcast and illumination attachments compatible with the awarded aircraft, rather than requiring a single combined SKU?
State Response:
The State will not amend this requirement. The speaker/spotlight unit was specified as an accessory that is compatible and integrated with the requested UAS platform. The State is looking to ensure that all equipment will work reliably with the aircraft and associated UAS equipment. Therefore, the specification will remain as written.
Question 3:
Will the State amend the battery and charger line items to specify 'OEM batteries and charging system compatible with the awarded aircraft platform' rather than naming Autel EVO MAX batteries specifically?
State Response:
The State will not amend the battery and charger requirements. The State requires batteries and charging equipment specifically designed for and compatible with the Autel EVO Max 4T-XE platform to ensure proper integration, reliability, safety, and operational performance. Using OEM equipment will also help maintain consistency with the Division's existing UAS fleet and reduce potential logistical and maintenance issues. Therefore, the specification will remain as written.
