About this file
This addendum document supplements Request for Bid (RFB) #103-25 issued by the New Hampshire Division of Procurement and Support Services on behalf of the Department of Revenue Administration for tobacco tax stamps. The RFB solicits bids for the manufacture and supply of approximately 96 million B-Series cigarette tax stamps (in rolls of 30,000) and 3.38 million C-Series cigarette tax stamps (in rolls of 3,000) annually. The stamps must feature thermal transfer images on security carrier paper measuring 1/2" x 1/2" with specified anti-counterfeiting elements. The contract term is two years beginning July 1, 2025, with an option for one additional two-year extension. The bid closing date is March 4, 2025 at 10:00 AM (EST). Bidders must demonstrate capability to integrate with the Department of Revenue's GenTax Integrated Tax System and provide at least two state references showing prior delivery of stamp shipment solutions using GenTax compatibility.
Addendum #2 clarifies two critical requirements: first, bidders must demonstrate integration capability with the existing GenTax system without requiring the agency to incur expenses for system modifications, and the integration of direct shipment services must be seamless; second, there are no specific insurance requirements for this purchase order-based contract. All bid prices must remain firm for the entire contract period and include delivery and all other costs, with no special charges, surcharges, or fuel charges permitted. Pricing is on an F.O.B. Destination basis with costs built into the bid price, and wholesalers are responsible for shipping costs from the contractor's location. The purchasing agent is Corrine Tatro, and complete bid documents and addendums are available through the New Hampshire Division of Procurement and Support Services website.

FOR: NH TOBACCO TAX STAMPS
Question 1: in reference to the Direct Shipment service outlined in the Attachment_1_bid_103_25.pdf, Section "DIRECT SHIPMENT OF STAMPS TO PURCHASERS-DISTRIBUTORS" on page 5, can the agency confirm that the contractor will not incur any expenses to the NH Dept. of Revenue Administration for modifications to the existing Revenue Information Management System (RIMS) GenTax® Integrated Tax System? Specifically, we seek assurance that the integration of the Direct Shipment service will be seamless and will not require any system changes or additional costs to the agency.
Answer 1: See Attachment 1 of the RFB:
Bidder’s narrative response must also demonstrate Bidder’s capability to integrate with the Department of Revenue’s existing Revenue Information Management System (RIMS) GenTax® Integrated Tax System and provide at least two (2) state references where the Bidder has delivered a stamp shipment solution to an agency using the GenTax® solution.
Based on the above, the bidder must demonstrate their ability to integrate with our system. The paragraph includes other software programs but would need agency approval.
Additionally. Please note Section 14.1 Page 5 of the request for bid which states:
BID PRICES:
1.1. Bid prices shall remain firm for the entire contract period and shall be in US dollars and shall include delivery and all other costs required by this bid invitation. Special charges, surcharges (including credit card transaction fees), or fuel charges of any kind (by whatever name) may not be added on at any time. Any and all charges shall be built into your bid price at the time of the bid. Unless otherwise specified, prices shall be F.O.B. DESTINATION, (included in the price bid), which means delivered to requesting licensed wholesalers.
The wholesalers shall be responsible for paying cost of shipping stamps. Shipments shall be made in order to arrive at the destination at a satisfactory time for unloading during receiving hours.
Question 2: In reference to the bid_103_25.pdf, can you confirm if there are any specific insurance requirements associated with this RFB? If so, please provide details on the type and amount of insurance coverage required.
Answer 2: There are no specific insurance requirements for RFB for the purposes of contract in the form of a purchase order.
