About this file

This is Addendum #1 to Bid Invitation #103-25 issued by the New Hampshire Division of Procurement and Support Services for the procurement of tobacco tax stamps. The addendum addresses a bidder inquiry regarding the availability of physical samples, clarifying that while actual physical samples are not available, a detailed sample and size specifications are provided in the attached documentation. The bid closing date is March 4, 2025 at 10:00 AM EST. According to the related bid opportunity, the Department of Revenue Administration is soliciting bids for the manufacture and supply of approximately 96 million B-Series cigarette tax stamps (in rolls of 30,000) and 3.38 million C-Series cigarette tax stamps (in rolls of 3,000) annually. The stamps must be thermal transfer images on security carrier paper measuring 1/2" x 1/2" with specified security features including phantom background images and anti-counterfeiting elements. The contract term is two years beginning July 1, 2025, with an option for one additional two-year extension. Key submission deadlines include February 17, 2025 for bidder questions and March 4, 2025 at 10:00 AM EST for bid submissions.

Evaluation of bids will be based on the lowest grand total base price, with vendors permitted to propose up to nine additional optional security features. Bidders must manufacture stamps entirely in-house without subcontracting and demonstrate prior experience with similar stamp production. The selected vendor must integrate with the NHDRA's GenTax system, provide direct shipping to 158 Licensed Cigarette Wholesalers, and maintain a secure electronic ordering system. No specific set-aside designations or budget range are specified in the documents. The vendor must establish an online portal for order tracking, maintain strict security protocols, provide quality control measures, and be capable of shipping within one business day of order receipt with overnight delivery to wholesaler locations. Monthly billing will be based on actual distribution, and shipping costs are the responsibility of the wholesalers. The purchasing agent is Corrine Tatro, and all bid-related information and updates are available through the New Hampshire Department of Administrative Services purchasing website.
