About this file
This is Addendum 2 to an Agency Request for Quotation (ARFQ DEP26-44) issued by the West Virginia Department of Environmental Protection (WVDEP) for tree removal services at Greendale Coals. The project involves tree removal and management at multiple lift station sites, with specific work requirements including chipping tree limbs, removing logs, and managing debris disposal. At Lift Station 600, all tree limbs must be chipped and logs removed except for locust logs, with wood chips to be dumped in a designated wide spot across the road from the landowner's driveway. Trees may be left as felled in wooded areas but must remain out of mowed areas at all other locations. Contractors are permitted to remove additional trees that may obstruct falling trees as incidental work, use equipment such as mini excavators, and designate on-site areas for log dumping. Power line disconnection is not permitted, and disturbed areas do not require revegetation upon project completion.
A licensed arborist must be on staff and provide certification before work begins, though an arborist need not be present on-site daily. The arborist requirement is mandated due to the specialized expertise necessary for removing danger trees and trees located near existing power lines, as improper techniques could result in damage to infrastructure, system disruption, costly repairs, and personnel hazards. Bidders must acknowledge receipt of all addenda, including this Addendum 2, and submit the acknowledgement with their bid to avoid potential disqualification. The addendum includes a pre-bid sign-in sheet documenting attendees and provides detailed responses to thirteen vendor questions addressing operational procedures, equipment usage, debris management, and certification requirements.
