About this file
This is an Addendum document issued by the City of Leesburg, Florida, for the Air Traffic Control Tower Rehabilitation Project (IFB No. 2502801). The addendum modifies the original solicitation requirements for qualified General Contractors licensed and certified in Florida to perform comprehensive rehabilitation work on the four-story, 1,600 square foot Air Traffic Control Tower at Leesburg International Airport. The project scope includes structural repairs, architectural updates, mechanical and electrical system improvements, PTAC unit replacement, roof-mounted HVAC installation, acoustic ceiling tile replacement, electrical and plumbing fixture upgrades, and exterior concrete and metal panel repainting. A non-mandatory pre-bid meeting was scheduled for September 26, 2025, at 2:00 P.M., with bids due on October 17, 2025, at 11:00 A.M. The contract term is 60 calendar days from the Notice to Proceed, with a 90-day submittal, shop drawing, and material procurement period preceding construction commencement.
The estimated project value is approximately $200,000, with bidders required to submit a 5% bid guarantee and 100% performance and payment bonds. The prime bidder must hold a current Florida Certified General Contractor (CGC) license at the time of bidding; this requirement cannot be satisfied through a subcontractor. Contractors must demonstrate references for similar projects exceeding $1,000,000 and provide comprehensive insurance coverage. Evaluation criteria include price, specification compliance, past performance, warranty terms, delivery time, and financial capability. The project may receive partial funding from the Florida Department of Transportation (FDOT), which may impose additional procurement guidelines. Bidders must comply with E-Verify requirements and applicable federal and state regulations. The City reserves the right to accept or reject any bid and waive bidding informalities.
