About this file
This document is an Addendum No. 1 for the Air Traffic Control Tower Rehabilitation Project issued by the City of Leesburg, Florida, for Invitation for Bid (IFB) 2502801. The project involves rehabilitation of an air traffic control tower, with an estimated contract amount of $200,000. The addendum provides clarifications and responses to five specific requests for information (RFIs) from potential bidders, addressing questions about the project scope, generator specifications, and contractor licensing requirements.
Key details include the requirement that the prime bidder must be a Florida Certified General Contractor (CGC) at the time of bidding, with no option to satisfy this requirement through a subcontractor. The project involves a 2006 100KW KATHOLIGHT generator that was visually assessed as operable, and the scope explicitly notes that the crash phone system, which rings directly to the County 911 Dispatch, is not part of the mechanical, electrical, and plumbing (MEP) systems within the project scope. Bidders are required to acknowledge receipt of this addendum by completing the provided acknowledgment section on the document.

DATE: September 23, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer
The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the Invitation for Bid (IFB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Purchasing Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.
Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.
Q1. Will an upgrade to the Primary and/or Secondary Crash system be part of the rehab project?
A1. The Crash Phone is not an MEP related system within the scope. The crash phone in the cab, rings directly to the County 911 Dispatch.
Q2. Please provide the manufacturer, model, and year of the generator.
A2. The ATCT generator is a 2006, 100KW KATOLIGHT Manufacturer. Per the scope of work of the project, and as our licensure is limited to visual assessments (not functional testing), we listed the generator to be tested to ensure proper functionality. The generator appeared to be in operable condition visually. That said, if the contractor has provided functional testing, as per the scope shown below… further action on the generator shall be considered by the owner.
