Addendum 3 Summary

This is an addendum to Invitation for Bid (IFB) No. 2502801 issued by the City of Leesburg, Florida, for the Air Traffic Control Tower Rehabilitation Project at Leesburg International Airport. The project involves comprehensive rehabilitation of a four-story, 1,600-square-foot control tower, including structural repairs, architectural updates, mechanical and electrical system improvements, and aesthetic enhancements. Specific deliverables include replacing PTAC units, a roof-mounted HVAC unit, acoustic ceiling tiles, electrical components, and plumbing fixtures, as well as repainting exterior concrete and metal panels. The non-mandatory pre-bid meeting is scheduled for September 26, 2025, at 2:00 P.M., with bids due on October 17, 2025, at 11:00 A.M. The contract term is 60 calendar days from the Notice to Proceed, preceded by a 90-day submittal, shop drawing, and material procurement period. Bidders are evaluated based on price, specification compliance, past performance, warranty, delivery time, and financial capability.

The estimated contract amount is approximately $200,000, with a 5% bid guarantee and performance and payment bonds required for 100% of the contract price. The prime bidder must be a Florida Certified General Contractor (CGC) at the time of bidding, with no option to satisfy this requirement through a subcontractor. Contractors must provide references demonstrating experience with similar projects exceeding $1,000,000 and maintain comprehensive insurance coverage. Compliance with federal and state regulations, including E-Verify requirements and grant funding compliance, is mandatory. The project may be partially funded by the Florida Department of Transportation (FDOT), which could introduce additional procurement guidelines. The City reserves the right to accept or reject any bid and to waive informalities in the bidding process.
