About this file

Addendum No. 2 is an official document issued by the City of Leesburg, Florida, pertaining to Invitation for Bid (IFB) No. 2501801 for a Natural Gas Prefabricated Metering & Regulation Station. The addendum addresses six specific requests for information (RFIs) from potential bidders, clarifying project details such as the estimated project value of $75,000, construction timeline of 45 days after Notice to Proceed, and material sourcing requirements. The document provides guidance on domestic sourcing of materials, potential time extensions, welder qualifications, and the necessity of a list of supervisory personnel.

Key clarifications include allowing specific non-U.S. origin items while requiring domestically sourced materials like pipes and fittings, permitting project timeline extensions under Section 3.10.3, mandating welder qualifications at the time of work performance, and requiring a list of supervisory personnel for point of contact and accountability. The addendum reinforces that the City will conduct the final inspection to accept or deny the station prior to payment and acceptance, with bidders required to acknowledge receipt of this addendum by signing the provided acknowledgment section. The document maintains the original project scope of engineering and prefabricating a 4" x 2" x 4" ANSI 300 Natural Gas Metering & Regulator station for installation at the Reworld facility in Okahumpka, Florida.

DATE: June 9, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the Invitation for Bid (IFB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Purchasing Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q2. Do you have a start and end date for construction?

A2. End date is scheduled for 45 days after Notice to Proceed.

Q3. Says "All materials must be U.S. made", however you call out multiple products that are not made in the US. What should we do?

A3. Specific items listed may not be of U.S. origin. However, anything not specifically named should be domestically sourced (i.e. pipe, fittings).

Q4. Time allocated for completion is at 45 days. This is not enough time for some of the equipment. I suggest we push this out to 12 weeks. This gives any contactor time to order, receive and build the station to your standards listed.

A4. Section 3.10.3 provides for needed extensions to be awarded.

Q5. Is this test to be performed after awarded project? Any welder that has performed the testing requirements under AP1104 that has a current qualification should be suffice.
