About this file

This is Addendum No. 2 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the MDOT Office of Passenger Transportation Multiple Solar Powered Facilities project. The project encompasses solar-powered facility installations at three locations: Pontiac, Southfield, and Benton Harbor. The scope of work includes installation of solar canopy structures, electrical equipment, and associated civil work such as foundation and service rack construction. All materials, equipment, and components—including inverters, panel boards, disconnects, meters, breakers, solar panels, DC home runs, and balance of systems—must be provided by the contractor. The project timeline is 180 days after contract award. The proposal due date was August 10, 2022, with the addendum issued on August 04, 2022. Work hour restrictions are specified for each location to minimize disruption to building operations: Pontiac (10:00 AM–12:00 PM and 1:00 PM–7:00 PM daily), Southfield (9:00 AM–1:30 PM and 3:30 PM–5:00 PM daily), and Benton Harbor (9:00 AM–2:00 PM and 6:30 PM–8:30 PM weekdays; 9:00 AM–10:00 AM and 6:30 PM–8:30 PM weekends).

The addendum provides clarifications and modifications to the original RFP, including updated contact information for the Owner Representative and corrections to drawing specifications regarding conduit runs and communication cable installations. Contractors must bid on the entire project scope and may subcontract work they cannot self-perform. Key modifications include fencing requirements for Southfield, tree removal at the Southwest corner, and alternate post installation pricing options. For Benton Harbor, contractors must provide a separate price for installing matching siding on the atrium underside. Concrete testing will be paid by the Owner with field tests performed by the contractor. Interconnect applications and State of Michigan plan review will be handled by the engineer, with the contractor obtaining permits once plan review is approved. Site plan review for Southfield has not yet been approved and will be submitted to the state. All procurement items will be provided by the contractor, who is responsible for receiving and unloading materials.

Is there any fencing or other civil work needed as part of this RFP? No fencing. Yes for the bore pits, foundations, and the service rack.

Is electrical equipment already purchased or does it need to be purchased as part of this RFP? No, the Contractor is responsible for all material and equipment.

o If the latter, then is there an existing relationship to be leveraged for better pricing? No o Inverters, Panel Board, Disconnect, Meter, Breaker, Panels, DC Home Runs, BOS, All provided by the Contractor.

If the canopy needs to be built by the winning bidder, then o Is there a detailed design with an indication of what each dimension, angle and material to be used is? Yes by Sinclair Engineering.

o Are all the canopy parts already purchased? No, all parts to be provided by the

Contractor.

o If not, is there an established source of canopy parts – metal, concrete other material? Yes, see notes in drawings with regards to Sinclair Engineering.

o To what depth must the posts be driven? See engineering drawings.

o Are there any underground obstacles or safety concerns for diving posts? Yes see the engineering drawings.

If there is civil work included in the RFP, e.g. canopy, then is there an option to just bid on the electrical and mechanical work of installing and connecting the panels and other electrical equipment? No, you must bid on the entire project. The Contractor would need to sub out the work that you can’t self-perform.
