About this file

This addendum to Request for Proposal NHDOC 2025-21, issued by the New Hampshire Department of Corrections, modifies key dates and provides clarifications regarding on-site clinical laboratory and phlebotomy services across multiple correctional facilities. The RFP seeks a vendor to provide comprehensive laboratory testing and phlebotomy services to the state's correctional system. The original proposal due date of July 11, 2025, at 2:00 PM has been extended to Friday, August 1, 2025, at 2:00 PM. The posting date for NHDOC's answers to vendor inquiries was moved from Friday, July 4, 2025, to Thursday, July 10, 2025. The contract will encompass approximately 5,460 total venipunctures annually across all facilities, with phlebotomy services scheduled Monday through Friday according to a specified weekly rotation covering multiple locations including the Secure Handling Unit, Clinical Care Unit, Special Processing Unit, Health Services Center, and Division of Rehabilitative Services facilities. The contract term runs from January 1, 2026, through December 31, 2027, with a potential one additional two-year extension contingent on satisfactory performance and continued funding.

Pricing for laboratory services must comply with the Centers for Medicare & Medicaid Services Laboratory Fee Schedule as of July 2024, with vendors prohibited from exceeding 110% of CMS allowable rates. The RFP utilizes CPT code 36415 for phlebotomy reimbursement assessment. Cost proposals will be evaluated using a comparative scoring methodology where the vendor's price score equals the lowest proposed price divided by the vendor's proposed price, multiplied by the points assigned. The state clarified that vendors may provide separate pricing files with additional information such as vendor test codes and descriptions, provided the format remains consistent with the original submission template. Electronic signatures and initials are acceptable for proposal submissions under New Hampshire Title XXVII, Chapter 294-E:5. The NHDOC currently utilizes TechCare by Naphcare as its Electronic Health Record system, and specimen pickup schedules vary by facility, with pickups occurring between 1:00 PM and 5:00 PM depending on location.
