About this file

This is Addendum 1 to Request for Proposals NHJB-2025-02, issued by the State of New Hampshire Judicial Branch's Administrative Office of the Courts, addressing case management services for the Family Treatment Court in Sullivan County. The addendum clarifies technical and time requirements through responses to three submitted written questions, with the revised proposal due date of April 14, 2025, at 11:59 PM. The responses establish that vendors must maintain adherence to National Association of Drug Court Professionals guidelines through regular attendance at treatment court conferences and training on Family Treatment Court Best Practice Standards, though specific hour requirements are not mandated. Services must be billed to NHJB only for items not eligible for billing to Medicaid, Medicare, or third-party insurance, with no predetermined set rate for case management services established. Oral presentations are scheduled for April 17, 2025, with contract notification expected April 21, 2025, and the contract term commencing on or after June 1, 2025, for an initial two-year period with potential for two additional two-year extensions.

Regarding staffing and licensing requirements, the addendum clarifies that case management services do not require staff to hold licenses such as LCSW or LMHC, allowing vendors to utilize master-level clinicians and staff with BSW, BS, and BA credentials when functioning under supervision of a licensed prescribing practitioner. Any clinical services provided must occur under appropriate supervision. The RFP evaluation uses a 100-point scoring system allocating 30 points to vendor qualifications, 40 points to work specifications, and 30 points to cost proposals, with vendors required to demonstrate no conflicts of interest with key entities including the Division for Children, Youth, and Families, the Court, CASA, parent attorneys, and TLC Recovery Resources. No specific budget amounts or set-aside designations for disadvantaged enterprises are detailed in the addendum.

Unless specifically addressed below, all other provisions and clauses of the RFP remain unchanged.

Provided below are submitted written questions received and the NHJB’s answers

Question # Question Answer

1.

On Page 7, under Technical and Time Requirements, bullet point 5 states “Ability to supply all equipment, clinical personnel, training and travel reimbursement to successfully adhere to

National Association of

Drug Court Professionals guidelines”

We are struggling to locate the number of hours or specified training requirements this entails on the site?

The ability to adhere to National Association of Drug Court

Professionals guidelines includes staying up to date with treatment court best practices standards including but not limited to Family Treatment Court Best Practice Standards:

https://www.courts.nh.gov/sites/g/files/ehbemt471/files/inline-documents/sonh/ftc_standards.pdf.

Regular attendance at conferences, such as the examples below, is recommended:

- NH Treatment Court Conference:

https://nhtcconference.com/

- New York Association of Treatment Court Professionals:

NYATCP.ORG

- NEARCP: https://nearcp.org/2024-conference/

- All Rise (https://allrise.org/trainings/rise/).

2.

On Page 7, under Technical and Time Requirements, bullet point 6 states “Ability to submit regular invoices to the Court for services, not to include services that can be billed to health insurance providers.”

Would we still bill Medicaid through DCYF or would our

All services that are not eligible to be billed to

Medicaid/Medicare or 3rd party insurance must be billed to

NHJB. NHJB cannot pay for the same services already billed to Medicaid/Medicare or 3rd party insurance. There is not a set rate for case management services.

services be billed through the court at a different rate?

If so, what is the different rate?

3.

On Page 7, under Technical and Time Requirements, bullet point 7 states “All staff provided must be licensed, as required by the

State of New Hampshire law, for their respective profession. Staff will be required to attend extensive on-going training on the family treatment court model.”

Does this mean all staff need to have an LCSW or an LMHC to work with these families? We have master level clinicians and staff with BSW, BS, and

BA’s, but hold no license as we function under a prescribing practitioner.

There is no required licensure for case management services that do not include a clinical component. Any clinical services provided must be done under the supervision of a provider with the appropriate licensing.
