About this file
This document is an Addendum to Request for Proposals (RFP) issued by the New Hampshire Judicial Branch's Administrative Office of the Courts for Case Management for Family Treatment Court in Sullivan County, designated as RFP NHJB-2025-02. The addendum, dated April 03, 2025, provides clarifications to potential bidders and sets the proposal due date as April 14, 2025, at 11:59 PM. The RFP seeks a vendor to provide case management services for the Family Treatment Court, with specific requirements including adherence to National Association of Drug Court Professionals guidelines, ability to supply equipment and clinical personnel, and staff training.
The addendum addresses three key questions from potential bidders, clarifying requirements around staff licensing, training, and billing. Specifically, it notes that there is no required licensure for case management services without a clinical component, and any clinical services must be supervised by appropriately licensed providers. The document emphasizes that services not eligible for Medicaid/Medicare or third-party insurance billing must be invoiced to the New Hampshire Judicial Branch, with no set rate for case management services. Recommended professional development includes attendance at treatment court conferences such as the NH Treatment Court Conference, New York Association of Treatment Court Professionals, NEARCP, and All Rise trainings.

On Page 7, under Technical and Time Requirements, bullet point 5 states “Ability to supply all equipment, clinical personnel, training and travel reimbursement to successfully adhere to
National Association of
Drug Court Professionals guidelines”
We are struggling to locate the number of hours or specified training requirements this entails on the site?
The ability to adhere to National Association of Drug Court
Professionals guidelines includes staying up to date with treatment court best practices standards including but not limited to Family Treatment Court Best Practice Standards:

Regular attendance at conferences, such as the examples below, is recommended:

All services that are not eligible to be billed to

services be billed through the court at a different rate?
If so, what is the different rate?

On Page 7, under Technical and Time Requirements, bullet point 7 states “All staff provided must be licensed, as required by the
State of New Hampshire law, for their respective profession. Staff will be required to attend extensive on-going training on the family treatment court model.”
Does this mean all staff need to have an LCSW or an LMHC to work with these families? We have master level clinicians and staff with BSW, BS, and
BA’s, but hold no license as we function under a prescribing practitioner.
There is no required licensure for case management services that do not include a clinical component. Any clinical services provided must be done under the supervision of a provider with the appropriate licensing.
