About this file
This Addendum 1 document is issued by the Melbourne Airport Authority for Request for Bids (RFB20260810-01) concerning Terminal MEP/HVAC Renovations and Central Energy Plant Construction at Melbourne Orlando International Airport in Melbourne, Florida. The project scope includes demolition of the existing chiller plant and construction of an enclosed Central Energy Plant structure with new water-cooled chillers, cooling towers on the roof, a new main electrical distribution panel, and installation of a pre-purchased generator. The sealed bid submission deadline is Thursday, September 17, 2026, at 2:00 p.m. EDT, with proposals to be delivered in person to the Executive offices receptionist on the second floor. A mandatory pre-bid meeting and site visit occurred on Wednesday, August 19, 2026, at 11:00 a.m. EDT at the Melbourne Airport Authority Board Room. Additional site visits are available by appointment on Tuesdays and Thursdays between August 20 and September 3, 2026, between 9:00 a.m. and 2:00 p.m., requiring a minimum of 24 hours' advance notice with escorts required. The project is anticipated to commence on or around November 16, 2026, with substantial completion targeted 52 weeks after Notice to Proceed (approximately November 2027), though the completion date is dependent on delivery of owner-furnished equipment.
The budgeted project cost is $4,200,000; however, the engineer's estimate is $5,000,000, with the Airport Authority reserving the right to award in full, in part, or not at all based on funding availability. This federally funded project is subject to Davis-Bacon wage rates (WD#: FL20260196 – Brevard Building) as published on www.SAM.gov, with the latest rates dated May 18, 2026. A bid bond or certified check equal to 5 percent of the bid amount must accompany proposals, and a Public Construction Bond (Payment and Performance) equal to 100 percent of the contract award is required upon award. Liquidated damages are assessed at $1,000 per day for delays. The selected contractor must be a Florida-licensed Division I general contractor and is responsible for maintenance of traffic, coordination with other active contractors on site, obtaining the building permit through the City of Melbourne (permit costs are a direct pass-through paid by the Airport), and providing comprehensive support to airport operations during construction while the airport remains operational. The addendum clarifies specifications regarding approved manufacturers (ALC or Trane for BAS Controls System; Johnson Controls is not approved), temporary chiller arrangements, and future chiller provisions, and establishes firm pricing requirements with no allowances for price escalations or market fluctuations.

REQUEST FOR BID for TERMINAL MEP/HVAC RENOVATIONS – CENTRAL ENERGY PLANT CONSTRUCTION at the MELBOURNE ORLANDO INTERNATIONAL AIRPORT
RFB20260810-01
ADDENDUM 1/PAGE 2 OF 10
QUESTIONS AND RESPONSES:
1. CIF-001: On page M-9, it states ALC or Trane as the approved manufacturers for the BAS Controls System. Is Johnson Controls allowed to bid on this project as an approved manufacturer for the BAS Controls System?
RESPONSE: No.
2. CIF-002: Please confirm what kind of work, if any, is expected to be performed as 2nd and 3rd tier shift. Thank you.
RESPONSE: Airport operations must be maintained at all times. Ticket counters currently start operating around 4:00 AM daily. Last flight arrival is normally scheduled for around midnight if the flight is on time. Most work can be performed during normal working hours. It will be up to the prime contractor to determine 2nd and 3rd tier shifts. Since most systems will continue to be operational during construction, switch over to either temporary or permanent systems must be done during non-operational hours.
3. CIF-003: Will a temporary generator be needed?
RESPONSE: No. The current generators on site will be sufficient to operate the airport during emergency situations. It will be up to the Prime Contractor if a generator is needed for construction, temporary trailers or specialty trades.
4. CIF-004: Please confirm if the two existing chillers scheduled for demolition are to be relocated and reused as temporary chiller units.
RESPONSE: Of the two chillers within the current chiller yard, only one is operational and will be relocated for temporary use. The pumps within the chiller yard for the operational chiller will also need to be relocated for temporary use. The existing portable chiller will remain, which includes internal pumps to operate. This chiller may need to be relocated based on the Prime Contractor’s site utilization.
5. CIF-005: Please confirm whether connections are to be provided for a potential third temporary chiller unit.
RESPONSE: One of the existing chillers within the current chiller yard will be relocated for temporary use. The other existing chiller is NOT operational and can be demolished. The current temporary chiller will continue in operation. Therefore, only two (2) chillers will be required for “temporary” use during the construction period. For the permanent new chillers, two (2) will be provided at this time with provisions for a third chiller to be added in the future.
6. CIF-006: Please confirm whether chiller lines are to be provided for future equipment.
RESPONSE: Chiller lines for the future chiller are not included as part of this project. Only the valves required to add the future chiller lines are included in this project.

8. EXEMPTION FROM TAXES
