About this file
This document is a Request for Proposal (RFP) issued by the State of California, Department of General Services-Procurement Division (DGS-PD) to establish mandatory Master Service Agreements (MSAs) for Temporary Healthcare Staffing Services (THSS) for Temporary Healthcare Provider Personnel (THPP). The MSAs will be mandatory for all State of California governmental agencies subject to DGS oversight that seek to acquire temporary healthcare staffing. The initial term of the MSAs is three years, with the option to extend for two additional one-year terms, for a maximum of five years.
The RFP requires proposers to provide hourly rates for various THPP classifications within specified Healthcare Groups across defined regions. DGS-PD will apply small business and disabled veteran business enterprise preferences and incentives when evaluating proposals. Proposers must provide customer references for each proposed THPP classification and Healthcare Group. Awarded contractors will further coordinate and provide documentation to User Agencies that order services under the MSAs. DGS-PD does not guarantee any minimum volume of work under the resulting MSAs, as the expenditure is at the User Agency level.

| 2 | Attachment 2 - Cost Workbook | Are the rates on the Cost Sheet considered “not to exceed” rates, if the State Departments are going to issue RFQs or Task Orders? | Proposed Hourly THPP Rates and Overhead Rates within Attachment 2 - Cost Workbook will become the maximum Cumulative Hourly Rates for the initial term and optional extension years. These rates will then be reflected in Exhibit B.1 - Rate Sheet. | NO |
| 3 | Attachment 2 - Cost Workbook | Are we correct in understanding of overhead rates like any hours work after 40 hours in a week will county as overhead rates? | No, refer to Attachment 2 - Cost Workbook, "Rate Details." | NO |
| 4 | Attachment 2 - Cost Workbook | Based on the language of the Cost Workbook regarding Maximum Hourly Rates, does the CA DGS intend for prices provided by vendors to serve as a price ceiling/maximum range that can be negotiated by individual agencies for the duration of the contract? | Rates specified in each MSA are guaranteed for the entire MSA term as the maximum rates to be charged. User Agencies are encouraged to seek lower rates during the RFO process. | NO |
| 5 | Attachment 2 - Cost Workbook | Can you confirm if vendors are required to provide pricing for Optional Years 1 and 2 as well (and not just the initial 3-year term)? | Refer to RFP Section 4.1.1., "For the initial three-year term and for each of the optional extension years, Proposers must enter their Hourly THPP Rate and Hourly Overhead Rate for each proposing THPP Classification within a Healthcare Group in the proposing region." | NO |

Refer to RFP Section 4.1.1.I.,"Rates are all inclusive of labor, personnel, training, and equipment costs necessary to perform services described in this RFP, including travel cost." | NO
| 10 | Attachment 2 - Cost Workbook | Does the THPP Rate include overtime costs? If so, what amount of overtime hours are typically worked on a weekly basis for Medical Support Services? | Refer to Attachment 2 - Cost Workbook, "Rate Details." | YES | |
| 11 | Attachment 2 - Cost Workbook | If it is not feasible to establish tiered pricing groups, could you please provide guidance on how to price each THPP classification that may operate across various settings and specialties? For instance, should we submit the highest possible rate for each category and then negotiate lower rates with individual agencies based on specific needs or pricing? This approach, however, might lead to our rates appearing non-competitive or being perceived unfavorably if all scenarios are taken into account. | Refer to RFP Section 4.1.1., "For the initial three-year term and for each of the optional extension years, Proposers must enter their Hourly THPP Rate and Hourly Overhead Rate for each proposing THPP Classification within a Healthcare Group in the proposing region." |

Proposers must propose services for at least one Healthcare Group for in-person services to be able to propose on telehealth services.
| Proposers are not required to propose on all regions or all Healthcare Groups, but Proposers must propose on at least one region and all listed THPP Classifications within a Healthcare Group within a region." | NO | ||||
| 14 | Attachment 2 - Cost Workbook | Please provide clarity on the definitions of "THPP Rate" and "Overhead Rate". EX) Is THPP rate the pay rate to the consultant or bill rate to the State? Is overhead rate intended to be for overtime hours? | Refer to Attachment 2 - Cost Workbook, "Rate Details." | NO | |
| 15 | Attachment 2 - Cost Workbook | What does the “Initial Term Hourly Overhead Rate” stand for? How does it work with the “Initial Term Maximum Hourly Rate”. | Refer to Attachment 2 - Cost Workbook, "Rate Details" for definitions of hourly rates and hourly overhead rates. |
| "Initial Term" means that the proposed rates for the initial term would be for three years (which is the duration of the intial term period of the MSA). However, Attachment 3 Narrative Response states “Enter the Proposer’s Secretary of State business number or indicate application status.” | Refer to revised Attachment 3 - Narrative Response. | YES | |
| 18 | Attachment 3 - Narrative Response | Regarding the Narrative Response- the RFP states " Each question within Attachment 3 – Narrative Response must contain a response from the Proposer, and Proposers must include relevant documentation in their proposal to support their response, as stated in the “Detail/Request” (Column E) of the “Administrative” Tab."- can you clarify if we need to include additional written narrative response to this attachment, and if so, which sections? | There is no additional narrative response for Attachment 3 - Narrative Response. Relevant documents in support of response to Attachment 3 - Narrative Response may be included with the Proposal submission within a separate PDF. Refer to RFP Section 3.6.1 - Narrative Response. | NO | |
| 19 | Attachment 3 - Narrative Response | When Submitting Attachment 3 supporting documents (forms from Section 3) Can we include those in their own PDF titled “Additional Documentation” and note that in the excel sheet? |

| 22 | Attachment 4 - Customer Reference | Attachment 4 does not allow extra rows to be added. For additional customer references, can we use a separate copy of Attachment 4? | Attachment 4 - Customer References has been updated to allow for additional customer references and the Details (Optional) column (F) is editable. | YES | |
| 23 | Attachment 4 - Customer Reference | Can the client reference email be sent more than once to the same client upon the clients request? |
As clearly stated in the RFP, "each customer only needs to complete and submit one Customer Reference Form, even if it pertains to multiple THPP Classifications and/or Healthcare Groups." To confirm, is only one customer reference form required from each customer, even when referencing multiple THPP Classifications or Healthcare Groups?
| Refer to RFP Section 3.6.2 - Customer References. Per Section 3.6.2, "A single customer may provide a reference for multiple THPP Classifications and multiple Healthcare Groups." "Additionally, each customer only needs to receive and complete one Customer Reference Form to provide a reference, even if for multiple THPP Classifications and/or Healthcare Groups." | NO | |||
| 24 | Attachment 4 - Customer Reference | Customer References - We understand that we need to submit 2 references for each THSS listed within each Healthcare Group we are bidding on; however, do we need to submit references by Region if we are bidding on multiple Regions or will the references apply to any Region we bid? | Customer references do not need to be submitted for each region, a customer reference provided would apply to any region. | NO |
| 25 | Attachment 4 - Customer Reference | Do we have to send the customer references, the survey link, and the email template? |
Please confirm our summary interpretation of the reference requirements below:
-Proposers complete Attachment 4 – Customer References spreadsheet -Proposer emails each of their customer references, using the template provided, with the Customer Reference Form link so they can complete the form -The completed reference forms are automatically sent to DGS-PD and confirmation of completion is sent back to the Proposer.

Refer to RFP Section 3.6.3, "The option to use the provided customer reference email template is highly recommended. However, Proposers may choose to email customer references an alternative way if the following required items are included:
| 1. | The email is addressed to the customer. | ||
| 2. | The MSA Solicitations (MSASolicitations@dgs.ca.gov) email address is cc’d on the email. | ||
| 3. | The email subject line references the Solicitation Event ID 5249923. | ||
| 4. | The email body contains the following: | ||
| a) | A list of the THPP Classifications that the customer is providing a reference for. | ||
| b) | A hyperlink to Customer Reference Form. | ||
| c) | The proposing entity’s name. | ||
| If a Proposer fails to include all these required elements listed above within the email to the customer, the customer reference may not be validated." | NO | ||
| 26 | Attachment 4 - Customer Reference | Do we need a different set of customer references for Telehealth positions? Or will you assume that the customer references apply both to in-person and telehealth positions. |
| If we have provided the in person reference, do we need a telehealth reference for the same labor category even if havent done telehealth for it but have a platform to provide telehealth? | Customer references provided for this solicitation will count toward in-person services and telehealth services. | YES | |||
| 27 | Attachment 4 - Customer Reference | Does CA DGS consider level I and II THPP classifications two separate positions and therefore require a reference per level? | Yes, these THPP Classifications are different and require different customer references. | NO | |
| 28 | Attachment 4 - Customer Reference | Does the customer have to share the email directly with the agency, or do they have to send it back to us? | The Customer Reference Form (CRF) Submission Confirmation email and MS Word document will be automatically generated when a CRF is completed. Refer to RFP Section 3.6.2, "Once the Customer Reference Form is completed by the customer, a Customer Reference Form – Submission Confirmation Microsoft Word document will be generated and emailed directly to the Proposer and Customer Reference email addresses that were entered on the Customer Reference Form (Refer to RFP Figure 1 for a visual example of the automated email)." | NO | |
| 29 | Attachment 4 - Customer Reference | ERO workforce Solutions is a Locum Tenens Firm placing Physicians and APPs in the state of California. We are a certified micro business based out of Sacramento. That being said, most of our business comes out of a couple clients that are Vendor Management Service (VMS) clients and it will be difficult to receive references. Are there any suggestions on what to do if we can't get references. Will this eliminate us from competing in the procurement process all together? | If the RFP requirements cannot be met, the proposal would be considered an illegible submission and would result in proposal rejection. | NO | |
| 30 | Attachment 4 - Customer Reference | For references, if there is only one THPP classification for that Healthcare Group Number, does responder still need to provide a total of 2 references for that HCG? | Yes. | NO | |
| 31 | Attachment 4 - Customer Reference | In Attachment 4 - Customer References, if not all customers are able to complete the form, could this result in the rejection of our proposal? | Yes. | NO | |
| 32 | Attachment 4 - Customer Reference | In reference sheet, we can see there are 25 classification, including some classification have one position, two and three positions, including all we have over 45 positions, It means we need to provide 90 references, However, there are space for 68 references only. Can you please modify reference sheet so that we need to provide references per classifications only. | Attachment 4 - Customer References has been updated to allow for additional customer references. Refer to RFP Section 3.6.2, " Proposers must submit a minimum of two customer references for each proposed Healthcare Group. If proposing on a Healthcare Group, a customer reference must be provided for each THPP Classification within the Healthcare Group." | NO | |
| 33 | Attachment 4 - Customer Reference | Is there any additional benefit or additional points we garner from having 3 references for a THPP classification over the minimum of 2 (assuming the two references already meet the PASS criteria)? | If one of the references cannot be validated, then an additional provided reference may be used. | NO | |
| 34 | Attachment 4 - Customer Reference | It is understood that the customer references will be provided to the State directly from the customer via the form. Can you clarify what 'Word documents' in relation to customer references - need to be included in the bid submission? (Is a word document generated when the customer submits the form to the State? Is it that Word document that is to be attached to the bid submission - for al references?) |
Kindly clarify if we need to submit Attachment 4 – Customer References spreadsheet along with proof of Customer Reference Form for each reference separately which DGS-PD will automatically receive according to the hyperlink of Customer Reference Form. Additionally, should we create a .zip file containing all the Customer Reference Forms, or should we email them separately along with the required attachments? Refer to RFP Section 3.6.2, "Once the Customer Reference Form is completed by the customer, a Customer Reference Form – Submission Confirmation Microsoft Word document will be generated and emailed directly to the Proposer and Customer Reference email addresses that were entered on the Customer Reference Form (Refer to RFP Figure 1 for a visual example of the automated email). A copy of each Customer Reference Form – Submission Confirmation page to be validated must be included in the final Proposal submission (Refer to RFP Figure 2 for an example of a Customer Reference Submission Confirmation file)."
The State will be validating the entered Customer Reference Form (CRF) responses with the submitted MS Word copies of each Submission Confirmation document provided by Proposers, and those references will be compared to the references listed in Attachment 4 - Customer References.
| Refer to RFP Section 5.2. - Electronic Proposal Submittal Formats, "Zip files are discouraged." | NO | ||||
| 35 | Attachment 4 - Customer Reference | May vendors submit a test reference email internally to complete and see the full process before sending to clients? | Proposer's may view the example response and submission confirmation email generated from a submitted customer reference form in RFP Section 3.6.2 - Customer References. Proposer's may also test the process; if the automation is tested, please indicate that on the form. | NO | |
| 36 | Attachment 4 - Customer Reference | Section 3.6.2 specifies that references will only be accepted from end-users for work performed directly by the Proposer as a Prime Contractor. However, in many cases, subcontractors are responsible for providing the majority of staffing services through the Prime Contractor. By limiting references to only Prime Contractors, DGS may inadvertently restrict the pool of qualified vendors that have served as subcontractors on large-scale government contracts. Additionally, this approach might result in awarding points to Prime Contractors for work that was primarily executed by their subcontractors. |
| Would DGS consider accepting references for work performed either as a Prime Contractor or as a subcontractor, provided that the reference clearly specifies the scope of work and estimates the hours completed by the Proposer? For example, a Proposer could submit a subcontractor reference if it includes verification of the hours worked, contract spend, and the specific roles staffed, as required by the current reference process. | The Proposer must be named on the customer reference form as the entity that provided services to the customer reference. References for work performed by subcontractors will not be accepted. | NO | |||
| 37 | Attachment 4 - Customer Reference | The RFP states “Once the Customer Reference Form is completed by the customer, a Customer Reference Form – Submission Confirmation Microsoft Word document will be generated and emailed directly to the Proposer and Customer Reference email addresses that were entered on the Customer Reference Form.” How long will it take for the email to be generated and the proposer to receive the Submission Confirmation Microsoft Word Document? | When a Customer Reference Form (CRF) is submitted, the Submission Confirmation email and MS Word Confirmation document are generated within a few minutes via automation. | NO | |
| 38 | Attachment 4 - Customer Reference | What do we need to provide under 3.5 Technical Requirements a) Submission, verification, and rating of required customer references ? Please suggest. | Refer to RFP Section 3.6.2. | NO | |
| 39 | Attachment 4 - Customer Reference | What is the deadline for customers to fill the form to provide references and submit the form to the State? Is it same as bid submission which is currently November 1st? | Yes, the deadline to submit customer references (inlcuding the Customer Reference Submission Confirmation document for each reference) is the Proposal submission date and time indicated in Attachment 1 - Key Action Dates. | NO | |
| 40 | Attachment 4 - Customer Reference | Will past performance be recognized at the state, federal, and local level? | Customer references for services that were performed in the past may be at the State, Federal, and/or local level. | NO | |
| 41 | Attachment 4 - Customer Reference | Will we receive a confirmation email when the customer reference is sent to the client and also when the reference is completed by the client? | Removed | NO | |
| 42 | Attachment 4 - Customer Reference | I did not receive a Customer Reference Form - Submission Confirmation document, what do I do? |
How will I know if my customer submitted the form? If your entity has not received a copy of the Customer Reference Form (CRF) Submission Confirmation page, there was likely a user error that occurred when entering or submitting the CRF (or the customer may not have submitted the form). Please ensure that your customer is entering all required email addresses in correctly, and that no other text is entered into those email-only form fields. If the Proposer’s email address is not entered (or entered incorrectly), the Proposer will not receive a copy of the form.
Refer to RFP Section 3.6.2, "Once the Customer Reference Form is completed by the customer, a Customer Reference Form – Submission Confirmation Microsoft Word document will be generated and emailed directly to the Proposer and Customer Reference email addresses that were entered on the Customer Reference Form (Refer to RFP Figure 1 for a visual example of the automated email)."
DGS-PD cannot forward any copies, confirm receipt, or troubleshoot any CRF submissions.
Refer to RFP Sections 3.6.2, 3.6.3, and 3.6.4 for more information on the CRF requirements and process.
43 Attachment 6 - Proposed Form of Agreement Can you provide a copy of the Agreement via Microsoft word or pdf rather than a link? The link provided is not working and we've tried various web browsers in addition to going to the documents website directly. It continues to provide a message stating our pdf viewer may not be up to date. The Attachment 6 - Proposed Form of Agreement is the intended contract award if a proposer meets the RFP requirements. | 48 | Awards | Is DoGS' intent to award in their Q3, JAN - MAR timeframe? | The award timeframe will vary depending on the amount of proposals received and the evaluation process. | NO
| 49 | Awards | What are the anticipated contract start date and timeline for award notification? | DGS-PD is unable to provide a timeframe as we cannot anticipate how many proposals will be received and the duration of evaluations. | NO | |
| 50 | Awards | What timeframe can vendors expect feedback on being awarded once their proposal is submitted? | DGS-PD is unable to provide a timeframe as we cannot anticipate how many proposals will be received and the duration of evaluations. | NO | |

| Do we need to submit 3 Bidder Declaration Form or 1 which depicts prime, SB and DVBE as well? | One Bidder Declaration Form is acceptable, all subcontractors must be listed, users may add additional pages if applicable. | NO | |
| 52 | Bidder Declaration Form (GSPD-05-105) | Does the Bidder Declaration need to be signed? | |
| What does "bid response" actually refer to in the sentence at the bottom of pg 1 - CERTIFICATION - By signing the bid response, I certify under penalty of perjury that the information proceeded is true and correct. | No, the Bidder Declaration Form does not need to be signed; The "bid response" refers to the entire proposal submission. | NO | |
| 53 | Commercially Useful Function (CUF) | A few questions mentioned under the Commercially Useful Function Worksheet refer to products, materials, supplies, etc. Is this applicable to this contract, as it is only a staffing contract? Kindly clarify if we need to answer all the questions mentioned in it. |
| In question 5, can you please clarify the products, inventories, materials, and supplies required? | Refer to RFP Section 3.2.5 - Commercially Useful Function (CUF). If an entity knows of any applicable products, materials, and/or supplies they (and any of their subcontractors) are able to provide, that information would be provided in the CUF form. | NO | ||
| 54 | Commercially Useful Function (CUF) | Do we need to submit both the Commercially Useful Function Worksheet and the CUF Evaluation and Determination Worksheet? | Refer to RFP Section 3.2.5., "Proposers must describe compliance with a CUF requirement for each certified supplier (Proposer or subcontractors) on the Commercially Useful Function (CUF) Worksheet for each certified business identified, including the Proposer and identified subcontractors." |
| The CUF Evaluation and Determination Worksheet is to be completed by the User Agency. | NO | ||||
| 55 | Commercially Useful Function (CUF) | This section states ‘If the Proposer or subcontractor has a California certification for one or more of the socio-economic programs (e.g., DVBE or SB), completed CUF worksheets must be submitted with the proposal.’ We are not a CA based certified SB or DVBE firm and like to prime the RFP. | 56 | Cost Analysis | As an example, let's assume that for Healthcare Group 6 (Laboratory Services) in Region 1, all of our THPP classifications are below the hourly baseline rate, except for one THPP classification. Does this mean we are ineligible for an award for all of Group 6 in Region 1? Can you please confirm that we could still be eligible for an award in Group 6 but for a different region? | Refer to RFP Section 6.2.7., "To receive an award for a Healthcare Group [by region], each Proposed Cumulative Hourly Rate must be equal to or less than the cumulative hourly baseline rate for each respective THPP Classification listed within that Healthcare Group. Proposers will be awarded by Healthcare Group not by individual THPP Classification. |
a.For a Healthcare Group with one THPP Classification: If the Proposer’s Cumulative Hourly Rate for the THPP Classification is greater than the calculated cumulative hourly baseline rate for the respective THPP Classification, the Proposer will not be eligible to receive an award for the Healthcare Group.
| b.For a Healthcare Group with more than one THPP Classifications: If one of the Proposer’s Cumulative Hourly Rate Established for the THPP Classification is greater than the calculated cumulative hourly baseline rate for the respective THPP Classification, the Proposer will not be eligible to receive an award for the entire Healthcare Group." | NO | ||||
| 57 | Cost Analysis | Based on our understanding of the scoring, a single vendor could receive a maximum of 500 awards. This assumes 25 healthcare groups, 10 regions, and 2 work environments (in-person and telehealth). Is our understanding correct? | It would only be one Master Service Agreement (MSA) for each Proposer. | NO | |
| 58 | Cost Analysis | Can you confirm that the telehealth cost evaluation will be independent of the values provided for in-person? Said another way, if a vendor is ineligible for a particular in-person Group/Region combination then that does not have any impact on their ability to get an award for the same Group/Region in telehealth? | Refer to Addendum 1, RFP Sections 4.1.1., 6.2.7, and 6.3. | YES | |
| 59 | Cost Analysis | Item 3 page 45, does it mean that in order to be considered for a healthcare group in a region, the bidder must pass the baseline criteria for each THHP classification in that healthcare group in that region? | Yes, the Proposer must pass the baseline criteria for each THPP Classification within each Healthcare Group and region. | NO | |
