About this file
This document is the slide presentation from a Proposers' Conference for a Request for Proposal (RFP) issued by the California Department of General Services, Procurement Division (DGS-PD) for Temporary Healthcare Staffing Services (THSS). The RFP is for a Master Service Agreement (MSA) that will establish a pre-qualified list of contractors to provide temporary healthcare provider personnel in 10 regions throughout California. The MSA will have an initial 3-year term with two 1-year extension options. Proposers must bid on at least one region and one healthcare group, which includes 45 different healthcare provider classifications across 25 service types. Proposals are due by November 1, 2024.
The RFP provides detailed requirements for the proposal submissions, including completing an Attachment 5 for proposing regions and healthcare groups, an Attachment 3 narrative response, an Attachment 4 for customer references, and an Attachment 2 cost workbook. The cost workbook requires proposers to submit hourly rates for the initial 3-year term and any extension years. The RFP allows for optional telehealth services in addition to in-person services. DGS-PD intends to award multiple MSAs and user agencies will then use a Request for Offer process to seek services from the awarded contractors.

A Master Service Agreement (MSA) is a contract that is competitively bid by DGS.
MSAs are available to any agency that expends public funds.
MSAs establish a prequalified list of contractors and simplify the procurement process for User Agencies.

MSAs are considered Leverage Procurement Agreements (LPAs). Leveraged Procurement Agreements
MSAs are zero-dollar agreements, meaning the expenditure is at the User Agency level. An award does not guarantee orders.
When User Agencies leverage an MSA, the resulting contracts are referred to as User Agreements.
Local Agencies must review the MSA user instructions to determine whether this MSA is consistent with its procurement policies and regulations.
