About this file
This document is a pre-recorded Proposer's Conference script for a Request for Proposal (RFP) issued by the California Department of General Services (DGS) for Temporary Healthcare Staffing Services (THSS). The RFP is to establish a mandatory statewide Master Service Agreement (MSA) for THSS, which will provide qualified and experienced temporary healthcare provider personnel (THPP) to be used by State Agencies and optionally for Local Governmental Agencies. The MSA will cover 10 regions across California and include 25 Healthcare Groups with 44 THPP Classifications. Proposers must propose on at least one region and one Healthcare Group, and all THPP Classifications within a Healthcare Group. The initial term of the MSA is 3 years, with two 1-year extension options. Proposals are due by November 1, 2024 at 2 PM PT.
The RFP requires Proposers to submit various attachments, including a Cost Workbook, Narrative Response, and Customer References. Hourly THPP Rates and Overhead Rates must be provided, and the Hourly THPP Rates must be greater than or equal to the Minimum Hourly THPP Rate. Proposers may propose on multiple regions and Healthcare Groups, and proposing in-person services is required while proposing telehealth services is optional. DGS intends to award multiple MSAs to responsive and responsible Proposers, and User Agencies will use the Request for Offer process to seek services from the awarded MSA contractors.

Slide 10 – Section 4 | THSS RFP Overview
· Now, moving on to Section 4 which is the THSS RFP Overview. We will be going over the RFP highlights and other important details, including the MSA structure and a brief overview of services.
Slide 11 – Section 4 | What is a Master Service Agreement? (1 of 2)
· This RFP is for a potential Master Service Agreement or MSA.
· Those new to the bidding/proposing community may benefit from understanding what an MSA is, so the next two slides briefly explain what MSAs are and how they work.
· MSAs are contracts that are competitively bid by the Department of General Services (DGS).
· MSAs are essentially contract vehicles that are available to any agency that expends public funds.
· MSAs establish a prequalified list of contractors and simplify the purchasing process for User Agencies.
· The DGS website hyperlink on the slide has additional information about MSAs for those interested.
Slide 12 – Section 4 | MSA Versus User Agreement? (2 of 2)
· MSAs are considered Leverage Procurement Agreements due to their structure, and there is additional information from the DGS website hyperlinked on this slide as well for those interested in educating themselves about LPAs.
· In other words, this potential MSA is an umbrella agreement that will establish a list of prequalified contractors for User Agencies, Statewide.
· User Agencies are defined as other State Agencies such as the Department of State Hospitals.
· User Agencies are also defined as Local Governmental Agencies such as individual cities and counties, K-12 schools, UCs, and CSUs.
· So, while engaged with DGS during this proposal process, if your entity is ultimately awarded an agreement, your entity will be part of a pool of contractors that other User Agencies can potentially contract with.
· When User Agencies leverage an MSA, the resulting contracts are referred to as User Agreements.
· The graphic to the left of the slide shows an example of how MSAs and User Agreements are tied together.
· So, one MSA can (and often will) have multiple contractors, and those contractors can potentially have multiple User Agreements with various agencies.
· DGS-PD cannot determine the specifics of each User Agreement, as they will be unique to each User Agency’s needs.
· So, to speak on the last few points on the slide- the resulting contracts from this RFP will be the MSAs, which are zero-dollar contracts, meaning the expenditure is at the User Agency level, and obtaining an award (as an MSA contractor) does not guarantee orders.
· This is why the visual to the left has dollar signs at the User Agreement level only.
· Local Agencies must review the MSA User Instructions to determine whether the MSA is consistent with its procurement policies and regulations. The User Agreements derived from these MSAs will detail the services that the User Agency is seeking.
Slide 13 – Section 4 | THSS MSA Key Elements
· Now we will discuss the key elements of the Temporary Healthcare Staffing Services MSA.
· For potential users: This MSA is available for both State and Local Government Agency use. As mentioned, awarded Proposers will become part of the prequalified list of MSA Contractors, then User Agencies may establish User Agreements to obtain services through this MSA.
· Mandatory / Optional: This MSA is mandatory for State Agencies, optional for Local Agencies.
· Mandatory means that all State Agencies requiring Temporary Healthcare Staffing Services must go through the MSA to order services unless they have a legitimate reason for an exemption.
· Term: The term of the MSAs resulting from this RFP will be for a three-year initial period. Upon mutual agreement of the Contractor and State, DGS-PD may extend this MSA for two additional one-year options, with a maximum cumulative term period of five years. User Agreements issued against this MSA must be fulfilled and/or completed in its entirety within 12 months following the MSA end date.
· Rates: All rates shall be firm fixed for the MSA term, including any optional year extensions. Any rate adjustments shall not be effective until an amendment is executed, as specified in Exhibit B – Budget Detail and Payment Provisions.
Slide 14 – Section 4 | THSS Services Overview (1 of 2)
· Now, on to the Services Overview. This MSA is to establish a mandatory statewide Master Service Agreement (MSA) for Temporary Healthcare Staffing Services (THSS).
· THSS will provide Temporary Healthcare Provider Personnel (THPP) to be used by State Agencies and optionally for Local Governmental Agencies.
· The main and required type of temporary staffing to be provided is in-person services, telehealth services are optional. Proposing in-person services is required, however, proposing telehealth services is optional. We will discuss that more in the next few slides.
· These services will be provided in 10 regions, which will be discussed later in the presentation.
Slide 15 – Section 4 | THSS Services Overview (2 of 2)
· This slide consists of potential roles and responsibilities that the awarded MSA contractor may be contracted for. These are:
