About this file

This document is Addendum #1 to a solicitation for the Grafton #4 Refuse & Hazardous Waste Project (DEP17*30) issued by the West Virginia Department of Environmental Protection. The project encompasses refuse and hazardous waste remediation across four sites, with unclassified excavation totaling 35,535 cubic yards distributed as follows: Site 1 Highwall 1 (8,000 cy), Site 1 Highwall 2 (23,790 cy), Site 3 (2,925 cy), and Site 4 (820 cy). Additional work includes removal and replacement of existing fence (460 linear feet) and installation and removal of temporary fence (785 linear feet) around Site 3. The pre-bid conference was held prior to this addendum issuance, and the bid date was rescheduled to January 5, 2016. The contractor shall have 120 days from the Notice to Proceed to complete construction activities, with a total performance period of 365 days for invoicing purposes. Site-specific restrictions include prohibition of work on Site 3 during February and March due to the landowner's cattle calving season, and no bat buffer time restrictions apply.

The Engineer's Estimate for the project is $1,162,343.75. Pay Item 8.1 for unclassified excavation was increased by 1,255 cubic yards to reflect accurate quantities. A new pay item (Item 4.6) for piezometer abandonment was added to cover the removal and abandonment of six onsite temporary piezometers by a West Virginia-certified person in accordance with 47CSR59 regulations; unit pricing shall be per piezometer and include all labor, equipment, and materials. Liquidated damages of $1,000 per day apply following the 120-day construction period. Additional requirements include gate management protocols, closure of gates after passage, and landowner approval for permanent fence location and alignment around the new pond area on Site 3. No additional insurance is required for this project, and the landowner retains ownership of timber on Site 1.
